After being influenced by the laws of the Turgis Khan, the protector of the snowy land, Avalokiteśvara, manifested as the king who upholds vows. During the time when the Seventh Gyalwang Kelsang Gyatso took on the responsibility of governance, due to the internal strife of the Ladakh king, the border wars were on the verge of erupting. Unable to bear this situation, he wished to pacify the disputes with great compassion for the general benefit of all beings, especially the region of Mar-yul Ladakh. Therefore, he issued an order to the Ladakh king, but neither side accepted it, leading to a stalemate. At that time, the turmoil of war on the border was difficult to quell and required great effort, and others had little confidence in their ability to handle it. Previously, during the time of the Regent Pandit, some monks and laypeople with ill intentions had sown discord, which had annoyed the Jetsun himself. But this time, if someone else were to mediate, the Ladakhis would not accept it. If someone had to come forward, the Ladakhis requested that the Vidyadhara Jetsun himself should do so. According to the request of the Ladakhis, His Holiness Gyalwang Rinpoche, after consulting with the cabinet ministers, issued orders in accordance with the commands of the Kashag, first going to Smankhabto, then to Bethang, and thirdly to Kido in Nepal. In reality, each time they carefully listened and reported the situation in detail. In front of Yarlam Drakkar Taso, in Longda, he bestowed the four empowerments of the abbot Lama Gelong, as well as public empowerments including the empowerment of longevity. Gradually, as he shifted his residence with great debates, although there were previously over a hundred officials and servants at the residence, some were sent to Dokham, and many, unable to adapt to the water, went to places like Bro Tsalwa, with most going to Kyidong, and many being placed in Globo. Thus, the actual entourage was reduced to about forty people, and they proceeded through Todgar, passing the Guru's great sacred site of Demchok Lhari Karpo, which is more supreme than Mount Kailash, located at the border between the ruler of Tibet and Ladakh, arriving safely in the seventh month (of the Tibetan calendar, equivalent to Gregorian calendar) to the second Victor (referring to Je Tsongkhapa). At this time, the previous welcoming parties from the Ladakh kings had already arrived in front of the snow mountain. For the official welcome, it was planned that about six hundred people would come from the upper part and about four hundred from the lower part. Considering that this could lead to competition and conflict, a strict order was issued, stipulating that only about one hundred people could come from the upper part and only about eighty from the lower part. In order to properly arrange the official meeting near the residence, he also offered the best seat in the corresponding government office. These circumstances are explained in the letter, which states: Departing from the region of Nepal, which is considered to have great blessings in this world, approaching the Nepal Dzong Gorkha Raja, this place was previously established by the mountain tribes of that region, and is the residence of the great teacher Goraksha Natha, Gorkha Guha, which is at the foot of the mountain cave where the teacher practiced. A stone castle was built, now called Gorkha, which has become the location of the royal family of Kshetra.
