In the Commentary Boat, it is said: The sky-goers are the net of the seventy-two thousand channels, that is, the collection. Because they are absorbed into the self-nature of the wisdom body of the Bhagavan, they are protected by its self-nature, hence the vow. Also, in the commentary of the Laghutantra of Chakrasamvara, it is said: The sky-goer is Vajra Dakini, etc., all the sky-goers gathered by the three places, are those who go with wisdom from the self-nature of reality. The net of it is the vow, that is, in the true nature of body and mind, the essence of skillful means and wisdom inseparable, the place of Vajra.
