Therefore, Lord Dondan, through the blessings arising from his oral instructions, satisfies those who claim to be dull or sharp-witted by initiating them into the mandala and elaborating on the five wisdom empowerments, etc. The blessings arising from the oral instructions themselves are said to be the means of maturation for the sharp-witted. Therefore, without adding or subtracting anything according to the capacity of the disciple's mind, using the iron hook of attracting wealth for the Dharma is like a poor artist drawing only a faint image of a palace with ashes. Even if one were to encounter a thousand Buddhas, one would not generate even a little of the precious wisdom of leisure and opportunity in one's mind. For those foolish people who have not accumulated enough wealth, dividing them into twenty-five parts, covering their eyes with a cloth, and then performing recitations of the mandala ritual, sometimes beating drums, ringing bells, and sprinkling water, etc., and recruiting disciples with just that to make a living, I do not see that there is any maturation or non-maturation in these actions, because I clearly see that there is no difference whatsoever in the minds of those disciples before and after. Nowadays, in this land of Tibet, proclaiming that one has given or not given maturation empowerments in this way is like the wind. However, for this kind of behavior, if that teacher holds the vows of mantra, then the only result is that he commits the fault of revealing secrets and gains a little wealth. Therefore, in Jowo's (Atisha's) "Lamp for the Path," it says that some people ask for gradual or non-gradual methods of practice, but even if one practices gradually, it seems that one cannot understand the Tibetan (Tibetan Buddhist) order. Tibetans (Tibetan people) have great faith, so there may be disciples who are suitable vessels for empowerment, but there are no lamas who are able to give empowerment. If he said that at the time when Gaya Dhara, Gö, Dro, Zurchen, etc., were flourishing in their activities, then what need is there to say about those later generations who have joined only to seek food? It is amazing that you all have such great regard for empowerment, but if you do not know what empowerment itself is and what it will be like when it matures, then, as it says in the Sutras, a person lives by praising sandalwood, but later another person asks him if he has sandalwood, and he says that he has not seen it. In the same way, those who live by praising the Dharma but do not practice the Dharma will appear in the future, and there is a danger of this coming true.

Be sure to act with caution! In short, it is said in the Vajra Dakini Tantra: "To those who are wrathful and respect wrong views, and to those who are young and ignorant, as well as to true monks, and to those who are bound by attachment and clinging, this priceless jewel should not be explained. To those who have no arrogance, no deceit, do not cling to self, and have great faith in the Dharma, the oral instructions should be given. Otherwise, one will fall." As it is said, therefore, one should fully examine the disciples, and with a mind free from defilement, guide them with the Dharma that suits their capacity, thereby accomplishing the meaning. Do not be satisfied with mere nominal accomplishment for the sake of defilement and fame. Some people think that in order to purify the square shape of the body, only the square mandala of sand is necessary for the maturing empowerment, while the shapes of Dharma origin, dwelling place, etc., and the empowerment of meditation, etc., cannot serve as maturing empowerments. Even Vajravarahi herself said, "Having received empowerment and possessing vows." Therefore, they explain that for those who have not received other empowerments, the blessings of Varahi will not make them mature. But this statement is not correct. If the maturing empowerment only requires a sand mandala, then it would be impossible for the three higher empowerments to mature, because you yourself admit that they are obtained from the body mandala of the secret empowerment, the third wisdom empowerment, and the fourth wisdom mandala, and these are not sand mandalas. If you think so, then you simply do not understand true maturation. Even in the maturing empowerment of Anuttarayoga, only in the extensive ritual, first determine the disciple's capacity by observation, and if you know that they can accept it, have them put on the robes, bind them with the common five lineages and the vows of Vajrasattva's mind generation, and then bring them into the sand mandala. Proclaim the vows, stabilize the continuum, and then descend wisdom, and transform the continuum through the blessings of the Buddhas, so that even the lowest can slightly experience the wisdom of bliss and emptiness. Those who identify the deity by throwing flowers are matured to the point where they can display the mandala, otherwise, if they see the images of the Father and Mother Buddhas, they may develop distrust, so these steps are taken because they fear the punishment of breaking the vows, and transform the continuum through blessings, so the Father and Mother Buddhas
