Because it is the moon. How can one diligently act in opposition to these precepts? If one considers the vows of the three vehicles for beginners to be inferior and despises them, that itself is clinging to reality and ordinary conceptualization. Moreover, knowingly despising the words of the Buddha constitutes the second root downfall. Because of doubting the complete purity of all dharmas, it is the ninth root downfall. Because of clinging to one thing as inferior and another as superior in the very nature of all dharmas, which is the quiescence and purity of inherent elaboration, it is the eleventh root downfall. These three occur simultaneously. Conduct accompanied by root downfalls is a laughing matter even for children. However, does the explanation of liberation from precepts here refer to engaging in the conduct of a Shravaka Bhikshu or Bhikshuni, or does it refer to other yogis? If it is the former, Atisha's "Lamp for the Path to Enlightenment" states, "Because it is strongly prohibited, the secret wisdom empowerment should not be taken with celibacy." This states that the secret and wisdom empowerments are contradictory to the vows of renunciation, so they should not be taken. A practitioner without complete empowerment is impossible, which contradicts this. If it is the latter, it is unreasonable to speak of whether the vows of a yogi who has entered the Shravaka vows are liberated or not, which is a point of doubt for the discerning. Regarding this, Buton Chokyi Gyalpo said that when the guru engages in union for the sake of secret empowerment, it does not cause the disciple to incur a root downfall, and nowhere is it stated that drinking bindu is a root downfall that violates the Vinaya. By saying this indirectly, he seems to be refuting Atisha's words. However, Atisha's words were spoken because at that time Tibet did not have the capacity to practice tantra, and many people were merely imitating tantric practices superficially. To tame these people, it was a statement with a specific intention, and it was to protect the common teachings, so it was said that one should not receive the higher empowerments that rely on material substances. Relying on the Kalachakra, it is easy to understand that this is not a complete prohibition, because it explains both the way for a Bhikshu to receive the empowerment of detachment and the way to receive the empowerment with attachment. Regarding the Pratimoksha vows of the Vinaya Pitaka, the Bodhisattva vows of the Paramita Vehicle, and the Mantra vows obtained through the empowerment of Anuttarayoga Tantra, if these three vows are taken sequentially by one person, how do they exist? Acharya Abhayakara believes that just as a golden head ornament, a necklace, and anklets are all gold, but are distinct due to differences in shape and position. This is consistent with what Jigten Gonpo of Drigung said: the three vows are of the same essence, but become three different things as the owner changes, just as a piece of jade is successively worn by a commoner, a minister, and a king. Generally speaking, the essence is the same in terms of vows alone, but they are described as inferior or superior depending on the basis. Pandit Bibhutichandra believes that just as when stars, the moon, and the sun rise in succession, the light of the latter overwhelms the light of the former, the vows are also overwhelmed or gradually diminished by the latter. It is also forbidden to give the latter of the three vows without obtaining the former, just like a garland of light. Furthermore, some say that the three vows are like earth, water, and a boat, as a basis and support, but this statement is wrong. After these prohibitions, the great master Ashvaghosa and Acharya Sthiramati, among others, distinguished this meaning in various ways. That is, those with sharp faculties can enter the Mantra vows simultaneously, those with medium faculties enter from the Bodhisattva vows, and those with dull faculties enter sequentially. Some later Tibetans believe that one must enter only through the sequence of "first giving alms," which is like forgetting the horse while riding it. The Blessed One said, "For sentient beings without merit who are difficult to subdue, what should be used to subdue them? First give alms." Therefore, if one is qualified to be a vessel for Mantra, then they belong to the case of "sentient beings without merit who are difficult to subdue," which is universally acknowledged, and thus becomes a vow to show off in the world. Therefore, the first chapter shows that those with merit can enter simultaneously, and then later it explains how to subdue those who cannot be subdued in this way and have many conceptual thoughts. The Sakya father and sons believe that, according to the authority of the Tantras, when a higher vow is obtained, the lower vow is transformed into the higher vow.
