It is because attainment is ultimate. Here, it is said that the Buddha is an inexhaustible refuge, a constant refuge, an eternal refuge, and an ultimate refuge, which are successively combined with the meanings of being without death, birth, and old age, and not deceiving. This is also the intention of the Sutra of the Noble Garland. The third is: Because it is rare to arise, because it is stainless, because it is powerful, and because it is the ornament of the world, because it is supreme, and because it is immutable, it is the supreme jewel. It is said, what is the meaning of the word "supreme jewel"? From the Sanskrit word (梵文天城体:रत्न,梵文罗马拟音:ratna,汉语字面意思:宝) ratna, it is named in six ways that are similar to precious jewels. How so? Just as a jewel is difficult to find, its essence is without impurity, it possesses the power to produce what is desired, it becomes an ornament because of its beauty, it is superior to artificial jewels, and it does not change due to praise or blame, so too are these three refuges. For those who have not created roots of virtue, they are difficult to encounter even for many eons, so they are rare to arise. Because they are without the impurity of the two obscurations, they possess inconceivable power of qualities such as clairvoyance. Because all virtuous thoughts of worldly beings are the cause, they become ornaments. Because they transcend the world, they are the supreme of the world. Because they are uncompounded by karma and afflictions, they are immutable. Because they are similar to precious jewels, they are indicated by the very word "supreme jewel." The second of the root text, the way to attain it, the detailed explanation of the four abodes, is divided into two: the common general explanation and the separate individual explanations. The first has four parts: showing the four abodes as the realm of the Buddha, showing that it is inconceivable, the reason for it, and summarizing the meaning through the means of realization. The first is: The defiled Thusness and the undefiled, the undefiled Buddha's qualities, the deeds of the Victorious One, from which the three virtues of the supreme jewel arise, are the very realm of those who see the ultimate meaning. It is said that the nature of the Dharma realm itself, which has not been liberated from the husk of afflictions, is temporarily said by sentient beings to be the essence of the Thus-Gone One, which is the defiled Thusness. That very essence, through familiarity with the path, suddenly becomes free from all impurities, becoming a completely transformed state.
