Non-vows exist for eunuchs who do not have natural faculties, and for men who cannot perform pleasurable actions even if they have them, and for degenerated hermaphrodites with little pleasure, and for people and women of the three continents other than mutes who do not have sinful thoughts. Hells do not have them, because sinful thoughts are unstable and do not initiate great karma, and because from the beginning the continuum has been shameless and without embarrassment, and because they exist where there are vows, because there are no vows. For this reason, hermaphrodites also do not have them.
