Only actions committed with a mind afflicted by defilements are naturally blameworthy. However, it is said that even a mind without defilements can commit them. Secondly, there are two aspects to how they are obtained: the differences between the three vows, and the differences within their subdivisions. Firstly, if one obtains one of these three vows from a certain basis, does one also obtain the others? It is not certain. The Pratimoksha vow, which belongs to the desire realm, is obtained from all three aspects of what is to be abandoned—preparation, actual act, and conclusion—as well as from the preparation of antidotes, etc. The difference between the two is whether it is a prohibited act or a natural transgression, and whether it involves sentient beings or non-sentient beings, not necessarily in that order. In terms of sentient beings, natural transgressions include killing, while prohibited acts include touching women, etc. In terms of non-sentient beings, natural transgressions include stealing gold, etc., while prohibited acts include cutting grass, etc. They are obtained from the present aggregates, elements, and sense bases, but not from the past or future, as they do not follow the mind. The vows of meditative concentration and the uncontaminated vows are obtained naturally, so the abandonment of them is obtained only from the actual act involving sentient and non-sentient beings, not from the preparation or conclusion, let alone from prohibited acts. Because they follow the mind, they are obtained from all times. So, is what is the initial basis also the later basis? There are four possibilities: first, the present preparation and conclusion; second, the past and future actual act; third, the present actual act; fourth, the past and future preparation and conclusion. Secondly, are these vows and non-vows obtained from all sentient beings, all limbs, and all causes, or are there distinctions? Vows are obtained from all bases, sentient and non-sentient, because one can enter into them with a virtuous intention. There are distinctions regarding limbs: monks must abandon seven, while others must abandon four. However, if any of the eight classes lack any of the five certainties—certainty of basis, certainty of limb, certainty of place, and certainty of time—they will not become vows. There are also distinctions regarding causes: if the three roots of virtue are considered the cause, then they are obtained from all aspects; if intention, motivation, and thought are considered the cause, and are divided into great, medium, and small, then all three cannot be present at once, so they are obtained individually. Secondly, there are two aspects to how non-vows are obtained: from what they are obtained, and how they are obtained.
