Thus I have heard. The actions, characteristics, and attainments arising from them are the non-virtues of motivation, like milk produced from a drink mixed with poison. Third, that which is not explicitly stated in the ultimate sense is like the solid sky and the inconceivable. Self-nature like a vase, and those that arise simultaneously with mind-born Vipaka and co-emergent ones, are corresponding, and land and conduct, etc., are unstated in terms of motivation. These are considered in terms of the un-obscured, and for the obscured, there are the two extremes of desire realm, and all the afflictions of the higher realms are self-nature, and their companions are corresponding, and expression and characteristic attainment are by motivation. The second has four: divisions, individual entities, characteristics, and ways of entering. First, if what is to be abandoned by seeing does not generate expression, then if the Sutra says that wrong views give rise to wrong speech and the extremes of action, is this not contradictory? To show that there is no difference, motivation is of two kinds: first, the motivation of the cause that exists when not engaged in action, and the motivation of the time when doing that very action. Therefore, here it is said that there is no obscured form of time motivation in the desire realm, and the meaning of the Sutra refers only to the motivation of the cause. Second, of the two motivations, the first is that which throws, so it is the one that enters most fully, and the second is that which, at the time of action, enters in accordance with the action and following it. Third, the characteristic is: of the four possibilities, the consciousness to be abandoned by seeing is the consciousness that arises facing outward, having determined that it has a self in others, because it is the basis of the conceptualization that arises from body and speech, it is the one that enters most fully, and because it faces inward, it is not the one that enters following. The consciousness of mind to be abandoned by meditation and its retinue are both, because they are conceptual and face outward, so the five sense consciousnesses are non-conceptual and face outward, so they are only those that enter following. That which is neither is the uncontaminated and Vipaka-born. Fourth, there are two types: general and specific. First, is the time motivation the same as the cause motivation? The one that enters most fully has three, such as virtue.

Even if following after each (action), it will transform into three forms such as virtue. For example, taking the Pratimoksha vows, firstly, it is propelled by a virtuous thought, and even at the time of the ritual, that thought is not abandoned; anger arises towards a friend; the mind of conduct manifests or is obtained during sleep, and so on. Similarly, it can be applied to other situations. So, is the first (thought) important or the second important? If according to the first (thought) being important, then there would be a manifest form that wants to be concealed. If according to the second (thought) being important, then the Pratimoksha vows induced by non-virtue and neutral cannot become virtue. If asked like this, if the two motivations are not separated by different kinds of things to be abandoned, then the first (thought) is important; if separated, then the second (thought) is important, so that one can be liberated from both faults. Secondly, the power of the Buddha's mind will not become an inferior cause, so it is similar. Virtue comes from virtue, neutral comes from neutral, or it becomes special, so firstly it is neutral, from that comes virtue, but there will be no affliction. Some schools believe that the Buddha does not have a neutral mind, because the sutra says, "Even when the elephant king passes away, he remains in equanimity." etc., because he is always in equanimity, so it is virtue, because it is the same continuum. This is in accordance with the Mahayana. The Vaibhashikas believe that the Buddha performs the four actions without losing mindfulness, but believe that there are neutral results of maturation, conduct, and emanation mind. The basis is that the statement that mind and the five sense consciousnesses are the motivation refers to situations other than those arising from maturation, because neither of those two are, because they have an effortless form. The third classification of non-manifest form is that if the previously mentioned non-manifest form is classified, then there are three types, namely the continuous vows of violating the precepts, and the non-vows that begin to cause great harm to others, and the intermediate state between the two, or entering into benefit, harm, and partiality from all doors. Secondly, from the nature of the three, the precepts are specifically explained, and everything is explained in common. Firstly, there is a brief explanation, and a detailed explanation. Firstly, if the precepts are classified, then there are the Pratimoksha vows as believed by these teachers, and also the uncontaminated vows not included in form, and the conduct existing in form.
