How has it not arisen? Even if the ritual of acceptance has been performed, it has not arisen in a way that it can arise. If the unarisen is connected with a downfall, what will happen? It will become a misdeed. Is it a negation or an establishment? It is an establishment, because if it is thought that the precepts have not arisen at all, like being at home, therefore a downfall will not occur, then it is established that a misdeed will occur. The reason for generating a misdeed is: because he has vowed to become a fully ordained monk of the monastic order, and there is an intermediate ordination in their continuum. This is what the wise ones say.
