All downfalls can be avoided, and only downfalls in terms of precepts can be avoided. The first case is that consciousness is not naturally existent, there is no respective motivation, it is the respective initial action, and abandoning the training, never having taken vows, and so on. The second case has four types: there is no fault to be prohibited, it is related to permission, it has adverse obstacles, and it is impossible to do and tends to one side, so there is no downfall. These four cases of no downfall only apply to precepts, because in the case of natural transgressions, these four cases of no downfall are impossible. Because natural transgression is essentially prohibited, there is no fault to be prohibited, so it is impossible to have a downfall. Even if faced with a life-threatening situation, it is not allowed, so the absence of downfall related to permission is also impossible. Natural transgression itself is an obstacle to discipline, so it is impossible to allow it for the purpose of avoiding adverse obstacles. Because it has been said that life can be abandoned for the purpose of avoiding natural transgression, it is impossible to do and tends to one side, so there is no downfall. Among them, the first, because there is no fault to be prohibited, there is no downfall, for example, it is said that building a wall of more than three layers of stone or brick in one day, and only digging sand, there is no downfall. This does not generate a downfall, because there is no prohibition stipulated by the precepts, so no precept has been established to generate a downfall. The second is divided into two types: no downfall related to major permission, and no downfall related to scattered permission. The first has five types: from which scripture is it said, to what object is it done, for what purpose is it done, with what ritual is it done, and what is the custom of which school. The first is, in the Vinaya-ksudraka, it is said: "Monks, whatever is a small or subtle training, it should be permitted in the Sangha, and abide in comfort." The second is, it should be done to the small trainings. Arhat Upali only allowed the misdeeds of the root offense cluster and the offenses below the edge offense, but there is no permission below the expiatory offenses of natural transgression. Therefore, except for alcohol, the expiatory

It is done for the transgressions of the minor precepts. In the Samgraha-viniscaya, it says, "The so-called minor offenses do not include those with inherent faults." The third part has four points: In the Samgraha-viniscaya, it says, "Abandoning the division of the Sangha, entering the meaning of teaching great persons, making the doctrine flourish, and abandoning the difficulty of making a living." So it is said. The meaning of that is, first, for some monks who have committed offenses, they themselves think they have not committed them, and some know that they have committed them, and arguing will turn into fighting, in order to pacify the fighting; second, if people of high lineage enter the doctrine, great benefits will arise, but they will not be able to protect the subtle precepts, so they enter the doctrine; third and fourth, in the end times, when the five degenerations are flourishing, those who have renounced will have difficulty obtaining food and clothing and will have difficulty making a living, and in the end times it is necessary to protect the subtle precepts, so those who have entered the doctrine will be lazy and those who have not entered will fall, and there will be no new entrants, in order to abandon these faults, the Sangha gathers and for some subtle precepts, even if they are not protected, there will be no fault, so they are relaxed. Fourth, with what ritual is it done? It is done with the four karmas, that is, in the Viniscaya, it says, "With the request and the four karmas, the subtle points of the precepts are relaxed." Therefore. This ritual comes from the Indian Khenpo Snagapa. Fifth, which school's doctrine is it? It is the doctrine of the Sarvastivadins, but some other schools do not accept it, because in the commentary written by the Venerable Nihsvabhava, it says, "In the Sarvastivadin school, if the Sangha relaxes some subtle precepts, then it is said to be relaxed." Here it is only said, but for any precept, the Sangha has not relaxed or is relaxing. Second, related to the scattered relaxation, there is no offense: If a hard mat is laid, there are three offenses of holding, separating, and placing, and the permission of houses and large houses.
