That is necessary because it is for the sake of not losing and increasing the vows. The second has five aspects: In what place? Relying on what? What thing? At what time? In what way is it spoken? First, it is for the newly ordained Bhikshu. Second, it is spoken by the Karmacharya, because speaking the precepts is his duty. Third is the precepts. Fourth, it is immediately after understanding is spoken. The fifth has five aspects: classification, collection, definite number, definite order, and the justification for speaking only these. First, if the precepts are spoken only in general, there are eleven, but if divided in detail, the first three are each divided into four, so there are twenty. Second, those twenty are also divided into precepts for abandoning what should be abandoned, and precepts for taking what should be taken, these two. Third, the number of precepts is fixed at eleven, that is, assuming that the discipline of morality is complete, whatever precepts are spoken, just speaking these eleven is enough to completely accomplish the method of purifying the discipline of morality. Fourth, some say that the precepts for the object to be abandoned and the precepts for the antidote to be abandoned, these two are also because the object to be abandoned arises, so the former is shown first and the latter is shown later. The first, such as saying precepts for making oneself mature when one is not yet mature, and precepts for taking care of others who are already mature, etc., is unreasonable, because it does not agree with the scriptures. Our own view is that after obtaining the vows, in order to protect them, one must know how to protect them, so first the precept is given that one must rely on a pure way of life to protect them, that is, "the places should be spoken of", because it is a place of pure conduct, it is called a place, that is, food is alms, clothes are rags, dwelling is under a tree, and medicine is rotten. If one is defiled by defeat, one will become like one who has not taken vows, so after that the precept is given not to be defiled by defeat, that is, "the things that lead to downfall". Furthermore, if one abides in the four Dharmas of a Shramana, it is easy to abandon the Parajikas of killing, etc., so after that the precept is given for the four Dharmas that make one a Shramana, such as not being angry again, etc., which is indicated by "the Dharmas that make one a Shramana are also". Then, living is difficult, abiding in the four Dharmas of a Shramana, etc.

If you think that I cannot keep the precepts, then it is done according to your own wishes, not that we force you to do it, so we teach that you must do it this way. This is to say, to speak of the perfection of the most desirable thing. If you think that I have just received the Bhikshu precepts, so I don't need to do that. Then it is taught that one hundred years after receiving the Bhikshu precepts is equal to the precepts, so you must learn like that, which is "equal in precepts" and so on. If when I live at home, my parents and others take care of my illness, prevent unreasonable things, and promote reasonable things. Then who will do these things after I become a monk? It is taught that the Khenpo and the Khenpo's disciple should have the concept of father and son, which is "the image related to the precepts" and so on. If you think that only the Khenpo should be respected? Then it is taught that all ordained people should be respected, which is "abiding in discipline" and so on. If you think that only the acceptance and rejection of precepts should be learned? Then it is taught that the three trainings must be perfected, so you must engage in reciting and practicing the scriptures that speak of these three, which is "also for following the necessary things." If you think that the abandonment of a Bhikshu is only this much? Then it is taught that what is said here is a general situation, and the subtle points of learning can only be known by relying on the preceptor and Dharma friends during the Uposatha, so you must know those, which is "also for what is not said but truly received." If you think, what cause does pure discipline rely on to achieve? As a special antidote, it should be combined with respect, and as a means of achievement, it should be combined with mindfulness. The first of the two is that because you have obtained the difficult-to-obtain leisure and endowment, encountered the Buddha's teachings, and obtained the Bhikshu precepts, you should diligently follow with the effort of combining respect, which is the teaching that "respect must also be definitely combined." The second is that you achieve by relying on mindfulness, so you must become a mindful person, which is "also including the method of speaking for what should be achieved." Fifth, only these eleven aspects are mentioned here.
