Śāntarakṣita distributed wooden sticks to both sides, counted the sticks, and spoke of many things to be done. Regarding the dispute of not choosing, there are two types: with cause and without cause. With cause is to pacify the dispute by unifying the debater and the understanding. If it is without cause, it is to pacify by giving purification to the object of debate. That is, for the first three cases of without cause, because this person has mindfulness, he did not remember that a transgression had occurred, therefore this person has no transgression, and the Sangha gives purification through the action of four requests. The fourth case is due to madness. Since this person did not commit any fault when he was not mad, this madman has no transgression, and the Sangha gives purification through the action of four requests. For the dispute arising from transgression, there are two ways to pacify it. Among them, for the dispute of knowing the nature of the fault itself, there are three ways to pacify it. First, for the dispute without subsequent effects, if one does not admit the transgression and does not repent, then the dispute is pacified by admitting the transgression and repenting. For the dispute of merely not admitting the transgression, it is pacified by admitting to the debater. Second, for the two cases with subsequent effects, that is, the minor dispute, it is resolved by direct taming. Third, for the dispute related to the entire Sangha, it is pacified by the way of mutual humility and repentance between the two sides, like spreading grass. Alternatively, for the dispute arising from transgression, there are two cases. For the case of not knowing the nature of the fault itself, it is pacified by admitting to giving in accordance with seeking the nature itself. The second is pacified by admitting to repentance. For the dispute arising from action, it is through giving in accordance with the action, or by using other methods of pacification. Fifth, for the false dispute, some say that just as the dispute arising from transgression has three cases: without subsequent effects, the two cases with subsequent effects are minor, and related to the entire Sangha, so too the dispute of not choosing has these three cases, because the reasons are the same. For the dispute of not choosing, just as there are four cases: without basis, following the wishes of others, not relying on repentance, and due to madness, so too the dispute arising from transgression has four cases, because the reasons are the same.

It is unreasonable to say "for the sake of transgression," because the transgression that gives rise to the dispute must exist. Sixth, for the pacification of disputes by skillful means, some say that for disputes without subsequent repercussions, promising to remedy them is like pacifying them through manifestation, because the reason is the same. For both kinds of short-lived disputes with subsequent repercussions, just as disputes are pacified through manifestation, they should also be pacified through promising remedies, because the reason is the same. Seventh, bringing disputes to an end is like expelling those who, in disputes over property, cannot be pacified by manifestation or by the majority; even if other means of pacification cannot pacify them, they will be expelled, because the reason is the same. If, based on the basis of a dispute over transgression, disputes such as fighting and exposing faults arise, threats are made severely in order to pacify these disputes. If this does not pacify them, they will be expelled. When the Sangha participates in pacifying disputes, if some people deliberately do not participate in pacifying the disputes, they will be severely expelled. Even if they still do not participate, they will be expelled. Fifth, on the basis of the dwelling place, which is the basis of all of these, the order of what should and should not be done is explained. The actual reliance on a dwelling place. And the concise explanation of the Vinaya, there are three. The first two should be understood from the scriptures. Third, the explanation of the concise Vinaya is that what is in accordance with what is not permissible and contrary to what is permissible is classified as not permissible. In these cases, there are two: establishing the views of other scholars and explaining the views of the lama. First, some say that there are four cases here: on what basis is the agreement of permissibility established? What is the nature of the agreement of permissibility itself? What is the necessity of establishing the agreement of permissibility? And how do the fundamental and secondary faults arise from the combination of the agreement of permissibility? The first case is that some say that the scriptures say that the agreement of permissibility should be established for what is neither permitted nor prohibited, so it should be done. But this is unreasonable, because such a basis does not exist. Even if the Teacher has not permitted or prohibited something, if you promise to observe the precepts of permission or prohibition, then you will become a Buddha. Therefore, the intention of the scriptures is that before establishing the agreement of permissibility, there is neither permission nor prohibition.
