之故。第二是,对于劣者造罪后,自己不忏悔,而由他人令其忏悔之故。具足能谏者之相,详细观察,仔细审查后,首先令其进入辩论。若不辩论,则说:“你有什么要说的,不要去别处。”说了也不想辩论,则不给予教诲,不说话。若仍不愿辩论,则以四羯磨安立布萨。若仍不愿辩论,则安立呵责。若仍不愿辩论,则因心怀不悦而作劝诫业以遣除。若仍不愿舍弃,则成为僧残。辩论后不听受,如以橛系缚桀骜不驯之马,应宣告:“你犯了此罪。”然后施以罪罚并驱逐。辩论后,若对是否犯戒一事意见不合,若有证人,则询问证人。若证人见真实,或具大功德者断定所谏者为真,则给予所谏者清净。若继续争论,则应严厉遣责谏者。若断定谏者为真,并说未见罪行,则应驱逐未见者。若说此罪不障解脱,则应作劝诫业以遮止邪见。若不舍弃邪见,则应驱逐具邪见者。若承认有罪,直至忏悔前仍不忏悔,则应驱逐不忏悔者。若承认后以言语狡辩,则应给予与其本质相符之物。若承认后忏悔,则应令其进行相应之忏悔。对于争斗者,即使以恐吓等手段制止仍不停止,则应驱逐。若因辩论而无法平息争端,则应驱逐。若亲近争斗之因,则应驱逐。与比丘尼交往并居住者,则应驱逐。此四者是严厉执行断绝下劣行为之手段。在那里,那些被驱逐者若以分别心在结界内进行不同的羯磨,则成为破羯磨。因此,不偏袒任何一方的中立僧众应行礼、现前等。

Therefore. Secondly, it is because a lesser person commits an offense and does not repent himself, but is made to repent by another person. Possessing the characteristics of a qualified admonisher, one should examine thoroughly and scrutinize carefully, and first have him enter into debate. If he does not debate, then say, "You have something to say, do not go elsewhere." Even if he does, if he does not want to debate, then do not give him instruction, do not speak. If he still does not want to debate, then establish the Uposatha with the four acts of confession. If he still does not want to debate, then establish censure. If he still does not want to debate, then because he is displeased, perform the act of admonishment to dispel it. If he still does not want to give up, then he becomes a Sanghavasesa. If, after debating, he does not listen, like a wild horse tied with a peg, one should declare, "You have committed this offense." Then inflict punishment and expel him. If, after debating, there is disagreement as to whether an offense has been committed, if there are witnesses, then ask the witnesses. If the witnesses see the truth, or if one with great qualities determines that the admonished is true, then give the admonished purity. If he continues to argue, then the admonisher should be severely rebuked. If the admonisher is determined to be true and says that he has not seen the offense, then the one who has not seen it should be expelled. If he says that such an offense does not obstruct liberation, then the act of admonishment should be performed to prevent wrong views. If he does not abandon wrong views, then the one with wrong views should be expelled. If he admits to having committed an offense and does not repent until the time of confession, then the one who does not repent should be expelled. If, after admitting, he uses words to deceive, then one should give something that is in accordance with his nature. If, after admitting, he repents, then he should be made to perform the corresponding repentance. If one is fighting and does not stop even when restrained by threats, etc., then he should be expelled. If the dispute cannot be resolved through debate, then he should be expelled. If one is close to the cause of fighting, then he should be expelled. One who associates with and lives with a Bhikkhuni should be expelled. These four are strict measures to cut off inferior conduct. There, if those who have been expelled perform different karmas within the boundary with a divisive mind, then it becomes a broken karma. Therefore, the neutral Sangha who do not side with either party should pay homage, manifest themselves, etc.

One should not show respect or engage in conversation. Bhikshunis should only appear briefly, and Shramaneras should only give alms. Other than that, acts like bowing and speaking should be prohibited. If forgiveness is requested, it should be obtained through a request and the four karmas. By giving concordant and suitable Uposatha, and performing Uposatha together, one attains natural abiding. If disputes arise based on these, they should be pacified by the means of settling disputes. For example, if there is a dispute about whether drinking alcohol is a transgression, since it is a dispute over property, it should be settled by presence and majority. If one insists on pursuing it, leading to a dispute about the purity of lineage, then discipline should be administered through presence and mindfulness, and through non-insanity. If a dispute arises over whether alcohol was consumed or not, then the dispute should be rectified by the means of settling disputes over transgressions. If the dispute does not extend beyond the two sides, the former and the latter, it should be rectified by admission. If it extends beyond, it should be rectified by presence regarding the minor precepts that have been established. If it involves the entire Sangha, then it should be rectified by mutual confession, like spreading grass. One should not insist on pursuing the seven types of individuals, such as those who hold the scriptures. Sakya Pandita said: "The Sutra, Vinaya, and Abhidharma, those who are learned and renowned, and those who possess merit, etc., should not be expelled or punished. Because these are the sons of lions who frighten the Tirthikas and the wise. Even if these become householders, they can generate great purity with the wisdom of the Buddha. These can beautify the monastery like a herd of excellent bulls roaring. Therefore, if one defames these, one defames one's own doctrine." This is Buton's good saying. Second, explaining each meaning in detail, there are eight aspects: classification, summary, definition, preliminary practices, concluding rituals, the cause of insistent pursuit, etymology, and the manner of insistent pursuit. First, some classify insistent pursuit into fifteen types: four are offenses, seven are expulsions, overturning the bowl, expelling the Shramanera, stopping the Uposatha, and stopping the Pravāraṇā. This statement is unreasonable, because overturning the bowl and expelling the Shramanera should not belong to insistent pursuit, because in the commentary it says that these are only to be properly restrained, not entrusted to others.
