Because (the Buddha) said that a place owned by a novice monk or the general assembly of novice monks is not a place for a fully ordained monk. Even if there is a storehouse owned by the Sangha in a householder's village, it is not permissible to demarcate a "Rungkhang" (ruṅ khaṅ, monks' dwelling, agreeable place), because (the Buddha) said that it is not permissible even on the foundation of a householder. It must be a clean place, because it is forbidden to demarcate a "Rungkhang" next to a tree or on an elephant's tusk. It must not be a place needed by everyone, because it is forbidden to demarcate it in a stairwell or gatehouse. It must not be the site of a shrine or stupa, because these two are places of the Sangha, and demarcating a "Rungkhang" there would be disrespectful to the Buddha. It must not be a place that has already been demarcated as a "Rungkhang", because a place that has already been demarcated cannot be demarcated a second time. Second, by what means is it demarcated?
