The de-restriction is done on the spot. It should be said, "Extremely de-restricted." Then, the de-restriction of possessions should be done. For any possession of those designated monks, even as small as a needle, the de-restriction of possessions should be initiated for the Sangha. That possession should be taken and made understood with words, saying, 'Venerables, even with such a possession, it is permissible to de-restrict the monks who are dwelling in the summer retreat.' After the de-restriction is done by the monks, the novices should be made to understand the de-restriction. After that, it is for the nuns and so on. The fifth necessity is: with the de-restriction of downfalls, the necessity of purifying the Dharma is accomplished; with the de-restriction of possessions, the necessity of gathering the doors of gain is accomplished. Second, regarding special cases, there are two special cases: the special case of the assembly at the time of de-restriction, and the special case of the actual object of the action. The first is: if it is indeed impossible to stay, then the de-restriction of the Sangha should be made understood to the monks who have become the field of activity. If it is necessary to go out for work during the summer, then de-restriction should be done. The second is: promising to establish the basis, or the person, or both, and then doing the de-restriction. Among these, establishing the basis is: 'Except for this and this basis of downfall, let others speak.' Establishing the person is: 'Except for this person, let others speak.' Like that. That is also like contact, it is the person of the object that arises from something, but it is not the speaker. Second, relying on the conditions for comfortable dwelling has two aspects: relying on clothing and relying on medicine. The first has three aspects: the basis of stiffness, like a treasure of all clothes; the basis of clothes that are mostly permissible; and the basis of leather that is mostly impermissible. In the first, there are two kinds of arising: arising from the aspect of the basis, and arising from the aspect of washing and so on. The first has three aspects: the way of laying out stiffly, the way of stretching, and the way of taking out. The first has two aspects: teaching and explanation. The first is: the stiffness should be laid out. And so on. Stiffness and fixation are different names for the same thing, and that actually refers to something like a plank used to lay out the Dharma robe, and the Dharma robe is also called by the name of stiffness or fixation. The reason for giving such a name to the three Dharma robes is because it is similar to it. For example, like the medicine crow's foot.

O! The necessity of establishing it is to understand the four similar dharmas. What are those? Just as spreading a monastic robe on a mat turns it into one color, this also unites the minds of the spreaders and makes them inseparable; just as many small cloths and books reside on a mat, blessings of many spreaders also reside on this, making it of one taste; just as a mat prevents a monastic robe from bending, this also makes the spreaders broad-minded and has the same effect of not bending; just as a mat covers the monastic robe, this also similarly covers the spreaders, enabling them to obtain the same gains and benefits. The damaging object is because it is not the wooden board that serves as the basis for spreading clothes. Therefore, it is very important not to confuse the hard spread and the monastic robe hard spread. Therefore, the Sangha has the dharma, allowing the spreading of the monastic robe hard spread, because the necessity of its specialization is seen. This is the precept of permission. The second has four, namely, the difference of benefits for whom it is spread, the difference of the individual by whom it is spread, the difference of the object of what is spread, and the difference of the ritual of how it is spread. The first is, just as a monk who has the habit of spreading a hard spread will not incur the three downfalls of holding, separating, and placing, if he spreads a hard spread, then eating repeatedly, eating together, and going to the village with the intention of obtaining clothes without saying "come", and also asking for clothes after going, there is no fault. One who has the habit of spreading a hard spread, even if he lives outside the boundary, will share the gains with the remaining ones who live inside the boundary. Saying "going to the village without saying" indicates that there is no downfall of the effort of begging. Saying "there is no fault in asking for clothes" indicates that there is no downfall of the actual begging. The second is, those who have not vowed to stay in retreat from the ritual aspect, and those who have vowed and broken the retreat, and those who have vowed to stay in retreat in the following year, and those who have vowed to stay in retreat in other places, for them, spreading a hard spread in this boundary is not allowed. Moreover, for those who live in other places, such as moving and practicing, spreading a hard spread is also not allowed. Living in other places under the spreading of a hard spread
