Sapa Sprullo. Then, the Great Powerful One, as an offering to the Terrifiers, bestowed twenty-four lingas in the natural form of stone. They also make offerings during the three times. At that time, the Great Powerful One and his retinue made the beings of Jambudvipa unruly, eating human flesh as food, drinking human blood as drink, making six ornaments from human bones, making Brahman cords from human hair, and making necklaces from heads. Secondly, since none of them could be subdued by any means, from the Sambhogakaya Vajradhara, the cause of enlightenment in Akanishta in the past, emanated the Nirmanakaya Vajradhara, the fruit, with a retinue of sixty-two, and subdued them. Specifically, to counter the Great God Father and Mother, emanated the glorious Heruka Father and Mother; to counter the four Mothers, emanated the four Great Bliss Goddesses; to counter the twenty-four Terrifiers and their consorts, emanated twenty-four pairs of Body, Speech, and Mind Heroes and Heroines; to counter the eight Matrikas, emanated eight Samaya Goddesses. The body colors, faces, and hand gestures of these emanations were in complete accordance with the sixty-two beings to be subdued. Having emanated in this way, how were they subdued? They were subdued through the three means of enjoyment, absorption, and subjugation. The first is enjoyment: enjoyment in terms of both food and ornaments. Their (the Terrifiers') food was transformed into warm meat and warm blood, which were enjoyed in the Tsokyi Khorlo (feast gathering), hence they are called the glorious Blood-Drinking Deities. Furthermore, their ornaments were seized and used as ornaments for the Heruka and his retinue. Therefore, the reasons for the six mudras, the necklace of human heads, and the tiger skin loincloth, etc., are also due to this. The second is absorption: the Great God and his retinue were completely defeated, their consciousness was absorbed into the clear light, and they were prophesied to attain Buddhahood in the future as the Tathagata Ash-Possessed Lord. The third is subjugation: as a symbol of defeating the sixty-two deities of the Terrifier assembly, the bodies of the Great God and his retinue were made into seats, and it is said that all are seated on seats of pretas (hungry ghosts). Among them, the glorious Heruka Father and Mother made the Terrifier and Time Consort into seats, the four Great Bliss Goddesses made the four Mothers such as Rahu, Body, Speech, and Mind

The twenty-four Bhairava Vajras, complete with their small consorts, have the eight Samaya goddesses as seats for the eight human or non-human goddesses. Thus, all the manifestations of those to be tamed and those who tame are provisional in meaning, and in ultimate meaning, there is no difference. As it is said in the Compendium: "The Vajra of Body transforms into Brahma, the Teacher of Speech is the Great Ishvara, the Teacher of Mind is Vishnu." Therefore, Bhairava and his retinue are manifestations of Ishvara, and Ishvara is a manifestation of Vajradhara. The deities who tame them are manifestations of glorious Heruka, and glorious Heruka is an emanation of Vajradhara. All of these, in ultimate meaning, are the nature of the Great Vajradhara. When glorious Heruka himself empowers and blesses the tantras, in provisional meaning it is Vajrapani, and in ultimate meaning, Vajrapani himself is merely a manifestation of the mind of the Great Vajradhara. The single wisdom of the Great Vajradhara, in the retinue of complete enjoyment in Akanishta, as Samantabhadra, adorned with Vajrasattva and the base, essence, and flower ornaments; and in the realm of the Saha world, appearing as the body of Vajrapani, gathering all the tantras of the Vajrayana and teaching them to fortunate disciples, as explained in the authoritative scriptures. Vajrapani, having empowered and blessed the tantras, gave the authentic instructions to the great teacher, the Brahmin Saraha. His story is as follows: In the southern region, he was born into a noble Brahmin family, proficient in the eighteen branches of knowledge, including the determination of words and phrases, and having mastered the four Vedas. When he was seventeen years old, he heard a voice from the sky saying, "O Brahmin boy, what are you doing here? Go to the Mahamudra!" Immediately upon hearing this, he attained supreme realization, abandoned the activities of a Brahmin, and went to the Glorious Mountain. There, Vajrapani empowered him in a mandala of emanation and bestowed upon him the transmission of all the tantras, and he attained the supreme siddhi. He remained on the Glorious Mountain for several hundred years, and his name became Saraha. 'Sa' means vows, and 'ra' means desire.
