My guru also holds the same view, and the letter should be regarded as an aid to learning. My thought is that, in the Vinaya, meat was allowed when initially establishing the foundation for learning the precepts. Later, after the precepts were fully completed, from the time the Laṅkāvatāra Sūtra and the Mahāparinirvāṇa Sūtra were taught, it was also forbidden for the Śrāvakas. As stated in the previously cited Mahāparinirvāṇa Sūtra, "I initially allowed it in order to gradually restrain the foundation of learning," and the difference in words such as "From now on, my Śrāvakas," I think that the views of the former and the latter are the same. The fourth point is that the Mahāyāna and Hīnayāna also differ in terms of permission and prohibition. Regarding the manner of becoming the conduct of Devadatta, some commentators explain that it is not appropriate to explain that merely holding the conduct of not eating meat is considered to be pure and liberated, then it becomes the conduct. Because Devadatta does not merely settle for one conduct, but also made the other four vows. After prohibiting in this way, if one says that the Buddha's precepts are not reasonable and that Devadatta's precepts are reasonable, and if one says that not eating meat becomes the conduct of Devadatta, it is very unreasonable. Because this treatise is used to distinguish the differences between the Mahāyāna and Hīnayāna in terms of permission and prohibition, so for the Śrāvakas, it will become the conduct of Devadatta, while for the Mahāyāna, it will not become the conduct of Devadatta. But in fact, for the Mahāyāna as well, it will become the conduct of Devadatta. What is the conduct of Devadatta? In the Hundred Jātakas, it says: "If the Śramaṇa Gautama stays in the monastery, then we should stay near the village. Why? Because there are many faults for monks staying in the monastery.
