It is said that granting and prohibiting are not fixed. Here, the master says: In general, in the nature of samsara and nirvana, there are both good and non-good, both of which are present. All dharmas cannot transcend the wisdom that knows what abides and what does not abide, this is one. It is certain that suffering arises from actions related to non-virtue, this is two. Although the Bhagavan cherishes sentient beings as if they were his only child, if one does not engage in the law of cause and effect, there is no other way to abandon faults and accomplish virtues, this is three. These three points explain that it is impossible to completely prohibit or completely allow. What was initially allowed is still allowed later, there is no prohibition. What was initially prohibited is still prohibited later, there is no allowance. For example, if a patient does not crave the afternoon meal, but regards it as a condition conducive to healing, and has the perception of it being like medicine, there is no prohibition; if there is no such thought, there is no allowance. For the opposite sex, if touched with a mind of desire, it is not allowed from the beginning, and it is not allowed later either. If touched with the perception of earth or wood, it is not prohibited from the beginning, and it is not prohibited later either, the difference between granting and prohibiting is like this. The second point has three: showing the difference between granting and prohibiting; eliminating the harm to it; how to correctly practice the non-confused principle of granting and prohibiting. The first point has three: briefly showing by way of a proposition; explaining in detail by way of reasoning; summarizing the meaning by way of example. The first point is the six sentences such as "completely prohibited": In the trainings of the Greater and Lesser Vehicles, all prohibitions are completely prohibited, and all allowances are completely allowed. This statement does not conform to the teachings of the Buddha, that is, the Hearers, etc. The second point has four: showing the difference between granting and prohibiting among the Hearers themselves; showing the difference between granting and prohibiting for householders and renunciates; showing the difference between granting and prohibiting for the Greater and Lesser Vehicles; showing the difference between granting and prohibiting among the Mahayana themselves. The first point has three: actually showing the difference; refuting the fault of this; showing the harm to the same thing. The first point is: "This reasoning" and so on, fifteen sentences: The Greater and Lesser Vehicles, and among the Hearers themselves, granting and prohibiting are not fixed, the reason for this is as follows, please listen like a teaching that is purified by three kinds of observation. That is to say, the four fundamental schools of the Hearers and the eighteen schools that split off from them, among themselves

Because of one allowance, allowance and prohibition are not one. Among the four fundamental schools of the Hearers, there are four different Vinayas, similarly four different languages, four different abbots, the number of minor differences in robes, and four different monastic symbols, and so on. Also, in the eighteen schools, the first is taking vows, the middle is guarding them, if they are broken, then repairing them, the procedure for reciting the Pratimoksha during the Uposatha, and finally the procedure for relinquishing vows, and so on, are mostly dissimilar. That is also said in the sayings of the Kashmiri Great Pandit: The abbot of the Sarvastivadins is of the royal lineage, Rahula. The language is Sanskrit Sanskrit), the minor differences in robes are below twenty-five and above nine, the monastic symbols are lotus and blue lotus, and so on. The abbot of the Mahasanghikas is of the Brahmin lineage, Mahakashyapa. The language is Prakrit Prakrit), the minor differences in robes are from twenty-three to above seven, the symbol is a conch shell. The abbot of the Sthaviras is Ananda, of the potter lineage. The language is a corrupted language, the minor differences in robes are from twenty-one to above five, the symbol is a sorcika flower. The abbot of the Sthaviras is Katyayana, the tamer of border regions. The language is Paishachi, the minor differences in robes and the monastic symbols are said to be similar to those of the Multitude-honored. The distinctions of the eighteen schools will be explained below. Secondly, there are two: refuting the answer that there are true and false differences in the eighteen schools, and refuting the answer that if the precepts are known, then allowance and prohibition become one. The first is: If the schools, etc., are seven, the four fundamental schools of the Hearers and the eighteen schools have different allowances and prohibitions, therefore different allowances and prohibitions are not established, because only the allowance and prohibition of one school is true, and the others are false, if you think so, it is not right, because like the dream of King Krki, all the allowances and prohibitions of the eighteen schools are said to be true. In the dream of King Krki, ten are mentioned in the "Poetry Mirror, Wish-fulfilling Vine" and the commentary on the "Treasury," and eight are mentioned in the "Memorandum of Dharma," which appeared during the early dissemination of the doctrine, totaling eighteen, which are summarized in order as follows: An elephant's tail holding a white hole, well water cannot be drawn, exchanging flour and pearls, bad trees and sandalwood being cut together, an elephant's calf.
