The ground of establishment is also the ultimate truth of other-dependence, because it is the emptiness of the nature of other-dependence. Thus it is said. Secondly, if emptiness of nature is taught in this way, then what is meant by saying unborn etc.? This is said with reference to the first and last emptiness of nature. In the Explanation of Intention, it is taught: 'Here, relying on the emptiness of the characteristic nature, I say that all dharmas are unborn, unceasing, peaceful from the beginning, and naturally completely liberated.' Why is that? Because the ultimate truth is truly excellent, and whatever is absent by its own characteristic in this way is unborn. Whatever is unborn is unceasing, and so on. Also, relying on the ultimate truth of emptiness of nature, well distinguished by the absence of self of phenomena, I say that all dharmas are unborn, unceasing, peaceful from the beginning, and naturally completely liberated. Thus it is taught. Why is that? In this way, the ultimate truth of emptiness of nature, well distinguished by the absence of self of phenomena, is only constantly abiding in the time of constancy and firmly abiding in the time of firmness, and that is the dharma-nature of all dharmas, the unconditioned, free from all defilements. Thus and so on it is said. Secondly, according to the way it is said in the Ornament of the Sutras, there are two aspects: explaining the meaning of teaching emptiness of nature, and explaining the meaning of teaching unborn etc. First, because all dharmas depend on conditions, they are without independence, therefore they are empty of nature. Whatever dharma has ceased does not arise again as the nature of that dharma, therefore it is without its own nature, therefore it is empty of nature. What is born but has not ceased is momentary, therefore its own nature does not remain for a second time, therefore it is empty of nature. Just as children grasp at purity, happiness, permanence, self, etc., because those are not there, it is said to be empty of nature. In the Ornament it is said: 'Because it is absent in self and its own nature, because it does not remain on its own nature, and like grasping, because it is absent, it is said to be empty of nature.' Because it is taught in this way. Secondly, how it is empty of nature, so it is unborn. How it is unborn, so it is unceasing, etc., taking the former as the reason for the latter, and establishing the latter. In the Ornament it is said: 'The former is the basis of the latter.'

Therefore, because of the absence of inherent existence, there is no birth, no cessation, it is originally peaceful, and the nature of nirvana is accomplished. Thus it is. Thirdly, the way it is explained in the Compendium is, in that very place, it says that the nature of the imputed is the absence of characteristic nature, the dependent is the absence of birth nature, and the perfectly established is the absence of ultimate nature. What is the intention of the occurrence of "unborn, unceasing, originally peaceful, naturally completely liberated from suffering," etc.? Just as there is no inherent existence, so there is no birth. Just as there is no birth, so there is no cessation. Just as there is no birth and no cessation, so it is originally peaceful. Thus, it is naturally completely liberated from suffering. It is said that these and other characteristics are explained as unborn, etc., from the perspective of all three characteristics. So it is said. Now, if in the Explanation of Intent, the absence of inherent existence is spoken of from the perspective of the first and the last, is there not a contradiction? There is no fault, because in the Explanation of Intent, the first and the last are not compounded, so they are spoken of as unborn and unceasing, etc. In the Ornament and the Compendium, by the power of the words "as if" and "thus," even in the dependent, because there is no inherent existence of self-birth, it is said that because it is not self-born, it is not self-ceasing, etc. Thirdly, therefore, the distinction of establishing the definite number of the three wheels is: In the Explanation of Intent, it is said that the Bhagavan first, in the place of Varanasi, in the Deer Park of the Hermit's Speech, showed the aspects of the Four Noble Truths to those who had truly entered the Hearer Vehicle, and thus the wheel of Dharma, which was a rare and wonderful thing, had never been turned in accordance with the Dharma in the world by anyone who had previously become a god or a human, was well turned. The wheel of Dharma turned by the Bhagavan is supreme, timely, definitive, and the basis of contention. The Bhagavan, starting from the absence of inherent existence of all dharmas, starting from the absence of birth, the absence of cessation, the original peace, and the natural complete liberation from suffering, for those who have truly entered the Great Vehicle, in the manner of speaking of emptiness, very
