Similarly, this is a dharma that deceives. This is a dharma that perishes, so it is also said that conditioned phenomena are deceptive. Whatever dharma is deceptive is also said to be false. The meaning of these quotes is that the Sutra and Mind-Only schools believe that conditioned phenomena caused by craving appear to be happy, but in reality, they are suffering. Therefore, from that perspective, they are deceptive and false. The statement that all impermanence is suffering also applies only to that basis, not to all conditioned phenomena. The Madhyamaka-Prasaṅgika school believes that all conditioned phenomena are pervaded by impermanence, suffering, deception, and falsehood. Therefore, in the samadhi of the tenth bhumi, conditioned phenomena do not have momentary arising and ceasing, so there is no suffering, but in the post-meditation state, there is arising with cessation. The appearance of arising in the manner of "birth" is due to the ignorance of habit and the impermanence caused by uncontaminated karma being regarded as suffering. This view exists until the post-meditation state of the tenth bhumi. In the Buddha's self-manifestation, "Whatever has arising and ceasing, has been abandoned in this way," so arising and ceasing no longer appear, and there are no conditioned phenomena or impermanence, etc. But in front of the beings to be taught, "Virtue is caused by arising and ceasing, the Buddha's body also has arising and ceasing," although there is arising and ceasing, this does not mean that the Buddha's wisdom also has arising and ceasing, because this is only the way it appears in the minds of those to be taught. In this way, conditioned phenomena here are pervaded by deception, and the statement in the Uttaratantra that "If it is a dharma that deceives, then it is not the ultimate refuge," and that in the Buddha's state, the seeds of ignorance and the four births of old age, sickness, and death caused by reliance on uncontaminated karma have all been completely eliminated, so they are called unconditioned phenomena. If one can understand these meanings as a whole, one can realize the profound meaning. Those who want to realize the profound meaning, please think carefully about this question! Those who do not understand, please do not say anything! Second, refuting the understanding of the meaning of the quotes in other ways is divided into two: refuting the understanding of the meaning of the quotes as non-existent, and refuting the understanding of the meaning of the quotes as impermanent. First, if that is the case, would it become a nihilistic view to think that all actions are non-existent? It is not so, if one thinks that way, whatever action is a deceptive dharma is false.

Since there is no inherent nature, what is there to be deceived? It becomes either non-existent or annihilated, or it does not change, because there is no specific object to be negated or annihilated. As it is said in the scripture: In the unborn nature, where is permanence and annihilation? This scripture does not show that things do not exist. So what does it show? The Blessed One said: Whatever is a conditioned phenomenon that is of the nature of deception is false. This is not to show things or non-things as reality, but to fully show the empty nature that has no characteristics of elaboration such as negation and affirmation. The second part is divided into two points: presenting the previous view and refuting it. The first point is: One's own sect does not think that the meaning of the scriptures is to show that things do not have inherent existence, but to show that other sects and worldly people think that conditioned phenomena that are empty of permanent things are destroyed in an instant, and only show the impermanent dharma that does not abide at the end of permanence. For example, outsiders think that the internal and external conditioned phenomena do not have the inherent nature of non-destruction, and do not have the permanent nature of abiding in the two moments, because it is obvious that they abide in other states in sequence and that permanence is cut off. In addition, like the Madhyamikas, things are not completely without inherent nature, because they admit that things have the dharma of emptiness, so they must also admit the dharma of dependence. Moreover, things are not without inherent nature, if they really have no inherent nature, like flowers in the sky, then what is the dharma on which the transformation into other dharmas depends?
