第二是,现量忆念不疯狂,如是众多自性,如草遍布一般,承诺也应当做。如是所说的七种,总摄为四,即:为了辨别的诤讼如何平息,为了不拣择的诤讼如何平息,为了堕罪的诤讼如何平息,为了做的诤讼如何平息。第一种有两种,以八种现量平息,以众多正理平息。第一种有:辩论者的辩论现量,公正者的,僧团根本的,明晰的,更加明晰的,具长老和别解脱的,持律藏的,具长老威力的现量。以此不息灭,则用众多。众多有六种共同意义:所依为何事,时间何时,僧团由谁,作者,仪轨,必要。所依有三种:法如理抉择,辩论者所珍重的,不应禁闭之义。时间有两种:现量达到究竟,因有疑虑僧团分裂的应遮止。僧团具足相。作者由指定。仪轨有加行和正行。加行有四种:指定人选,由此准备正理,成办集会时机,于僧众宣说。正行有两种:行筹和取筹。行筹有四种:非法之筹多则不行筹,以法之正理覆盖或分开,谁取筹多则如是行筹,新学者取非法筹则于耳边低语,取非法筹则第二语不给与而第三语给与。取筹有四种:不问持律藏者不取筹,不取非法筹,不以导致分裂之忍不取筹,相等则取大声闻之筹。必要是僧团和合,无有罪过。众多唯于为辨别之诤讼出现,于其他不适合。其他息诤一切皆成错谬。以此不息灭,

Secondly, the direct perception of mindfulness is not madness, and likewise, the nature of the majority, like spreading grass, and promises should also be made. As the seven spoken of are condensed into four, namely: how to pacify disputes for the sake of discernment, how to pacify disputes for the sake of non-discrimination, how to pacify disputes for the sake of transgression, and how to pacify disputes for the sake of action. The first has two: pacifying by eight kinds of direct perception and pacifying by many valid reasons. The first has: the direct perception of the debater for the sake of debate, the impartial one, the fundamental Sangha, the clear one, the more clear one, the one with the elders and the Pratimoksha, the one who holds the Vinaya Pitaka, and the direct perception of the elder with power. If this does not pacify, then use the majority. The majority has six common meanings: what is the basis for action, when is the time, by which Sangha, the author, the ritual, and the necessity. The basis has three: the Dharma is properly determined, what is cherished by the debater for the sake of debate, and the meaning of what should not be confined. There are two times: direct perception reaches the ultimate, and because there is an objection that the Sangha may be divided, it should be prevented. The Sangha is endowed with characteristics. The author is appointed. The ritual has preliminary and main parts. The preliminary has four: appointing a person, preparing the valid reason, accomplishing the time of assembly, and declaring to the Sangha. The main part has two: distributing and taking. Distributing has four: if there are many non-Dharma votes, then do not distribute; whichever covers or separates the Dharma's valid reason, whichever takes more votes, then distribute accordingly; if a novice takes a non-Dharma vote, then whisper in his ear; if he takes a non-Dharma vote, then the second word is not given, but the third is given. Taking has four: do not take a vote without asking the holder of the Vinaya Pitaka, do not take a non-Dharma vote, do not take a vote with tolerance that leads to division, and if equal, then take the vote of the great Shravaka. The necessity is the harmony of the Sangha and the absence of faults. The majority only occurs in disputes for the sake of discernment, and is not suitable for others. Therefore, through thorough discernment, those who do not aim for reconciliation and speak of what is not Dharma are expelled. For the sake of spreading (the Sangha), disputes are pacified through promises. If one wonders what the difference is between this and attacking and counter-attacking, attacking and counter-attacking lead to a state of being speechless. A promise, even if it cannot subdue someone through reason, merely serves to publicly subdue them through the promise itself. Disputes arising from not admonishing are of two types: those with a cause and those without a cause. For disputes with a cause, they are pacified through direct perception. In this case, all eight types of direct perception can apply. If this does not pacify the situation, those who do not acknowledge the facts are expelled. Disputes without a cause are of four types: those without basis, those following others, those not relying on subsequent correction, and those done by madmen. For the first three cases, the measure of discipline through mindfulness is given. For actions done by madmen, the measure of discipline from when they were not mad is given. Its meaning is that it is judged whether the person is currently in a normal state. If they are in a normal state, it is considered that they do not remember; if the action was done in an abnormal state, it is considered that they have not violated the precepts. If this allows for accepting offerings, but the speaker is unwilling to listen, this is an act of contempt, and therefore they are expelled. If this does not pacify the situation, those who persistently engage in contemptuous behavior without repenting are expelled. If it is thought that there is an unreasonableness between the speaker and the one being spoken about, it can also reach the level of contempt, etc. If the speaker is unwilling to accept offerings, because this is an incorrigible part, those who are incorrigible are expelled. Disputes arising from violations of precepts are of two types: knowing one's own faults and not knowing one's own faults. Knowing one's own faults has three situations: those that have not spread, those that have spread and are limited to a few, and those that are related to the entire Sangha. The first situation exists only in attacking and counter-attacking, and has not spread to others. If this does not pacify the situation, those who do not acknowledge the facts are expelled.
