None of you should create disputes within the Sangha during the summer. Whoever among you knows something about something, speak now. Whoever among you will create disputes within the Sangha during the summer, say once, "the Sangha should consider observing him later." Then, the Bhikshu who is suitable for assigning residence sits on the seat. The Bhikshu in charge of this matter, for the purpose of promising the summer retreat and taking the wooden sticks, only performs the act of supplication. That is, please listen to the venerable ones of the Sangha. Today, the Sangha's summer retreat is the fifteenth day of the middle summer month. If the Sangha deems it timely and tolerable, please allow the Sangha. The Sangha takes the wooden sticks today, and promises the summer retreat tomorrow morning. This is the supplication," say it once. After that, the wooden sticks are distributed. The elder of the Sangha first takes the wooden stick of the teacher Shakyamuni Buddha. Then all the Bhikshus, when taking their respective wooden sticks, rise halfway from their seats and respectfully take them with both hands, without scrambling. Then collect the wooden sticks distributed to the Bhikshus, and after that, the novice monks' preceptor or teacher takes the wooden sticks of the novice monks.

In order to observe the summer retreat in this way, it should be announced once, "Please accept the precepts." Then, the elders should take the door locks and keys of the monastic residence in turn. And say, "There is a very spacious, comfortable, and cool residence, please accept it!" Similarly, holding a corner of the cushion, say, "There is a cushion with good material, good color, and good shape, please accept it!" Speak of as many virtues as possible. After that, standing at the end of the elders, with bows and so on, inform the Sangha, "Venerable Sangha, please be mindful. None of you should use the Sangha's residence without permission. You should not use a residence that is not allowed. You should not use a residence that is dirty." This should be announced once. After that, the Sangha should announce once, "Tomorrow, by mentioning the names of the patrons, attendants, providers, and their respective villages and cities, the promise to observe the summer retreat will be made." Second, the actual ritual is: On the sixteenth day, in a place with bedding and other facilities, to a Bhikshu who is endowed with the precepts, if he is older than oneself, prostrate; if younger, offer care. Conduct oneself properly, sit cross-legged, join palms, and think, "I will stay here for three months in the summer, and I will protect the vows of the summer retreat as they are." Then say, "Venerable Sangha, please be mindful. I, the Bhikshu so-and-so, in order to repair the damaged parts of this residence, including the inner room, relying on the patron so-and-so, the attendant so-and-so, the providing village or city so-and-so, and the servant so-and-so, promise to observe the summer retreat for the first three months or the last three months. I am observing the summer retreat here this year, and this is my place of summer retreat." Say this three times. In response, answer "Good." Even if this ritual is not performed, if one vows in one's mind to stay here for these three months, one will be observing the summer retreat. The Root Text of the Sutra says, "Having vowed, if one does not abandon the residence, one is indeed observing the retreat." However, if the ritual is not performed, it becomes a transgression.
