Not speaking would be counterproductive. The Buddha's qualities, even if the Buddha himself blessed his life for countless inconceivable eons and swiftly proclaimed them without any other activity, the qualities could not be completely exhausted, so how could Bodhisattvas and Hearers and Solitary Realizers know them? For example: (381b) Even if a garuda has complete wing power, if there is no sky, that is, if the sky is exhausted, the power of the winged one will not diminish. However, just as this one diminishes because its own wing power is exhausted, so too, the sons of the Buddha, the ten-bhumi Bodhisattvas, cannot completely express the qualities of the Buddha. Just as the qualities, which are as limitless as the sky, would be counterproductive if not spoken, that is, if the qualities could not be completely exhausted, then for the disciples, including the Hearers, what need is there to even mention completely understanding the qualities? The second is: Therefore, how could beings like me know these qualities of yours, and how could we express them? However, these were spoken by the noble Nagarjuna, so having dispelled doubts, I have spoken just a little. The excellent qualities of the Buddha cannot be expressed, therefore, how could someone like me, whose eyes are blinded by ignorance, know the true, hidden qualities of the Buddha? Bhagavan, how could I know and express these qualities of yours? It is simply impossible. However, the little that I have spoken is because it was spoken by the noble Nagarjuna. Following in his footsteps, having dispelled the doubt of fully proclaiming the qualities of the Buddha, and relying on the strength of faith, I have spoken and mentioned just a small part of the qualities. The third is: The profound is emptiness, and the other qualities are vast. By understanding the profound and the vast, these qualities will be attained. In short, in this treatise, the qualities of the Buddha are of two kinds: profound and vast. Among them, the profound is the emptiness of reality, because it is difficult to fathom. The other qualities of cause and effect are vast because they are difficult to fully understand. In this way, by understanding the profound and the vast, and practicing them, these qualities will be easily attained. The third is: Again, you who possess an unmoving body, having come from the three realms,

Also manifested the wheel of Dharma. Thus, with compassion, you lead all those who are bound by many, who are attached to worldly pleasures, who act hypocritically, and who are full of desires, to the state of Nirvana. After the Sambhogakaya performs the benefit of beings for the sake of taming the pure disciples, it again abides in the unchanging Dharmakaya, although it has transcended the karma of the three realms. However, in order to adapt to the appearance of the beings to be tamed in the three realms, you appear as emanations showing the connection with parents, etc., descending from the Tushita heaven into the mother's womb, as well as being born, attaining enlightenment at the Vajra Throne, turning the wheel of Dharma that pacifies all suffering, and teaching in three ways in accordance with the faculties of different beings. O Bhagavan, now with compassion, you lead all those who are bound by many, who are attached to worldly pleasures, who act hypocritically, and who do not seek fame or reward, to the state of Nirvana. Fourth, it is shown that speaking of one vehicle is the ultimate meaning, and speaking of three vehicles is the expedient meaning. First: Why is it that if one knows that nature here, one can eliminate all stains, it is the most excellent and there is no other method, and the transformation and difference of Dharma nature do not depend on it. The wisdom that is the object of that nature is also not a separate transformation, therefore, for the benefit of all sentient beings, you teach the uncommon and undifferentiated vehicle. The Blessed One's teaching of one vehicle as three vehicles has a hidden meaning, because in this world, if one can truly know the suchness of all dharmas, one can eliminate all the stains of the two obscurations, this is the most excellent antidote, there is no other method, because not understanding suchness cannot eliminate all obstacles. Therefore, this is showing the path as one vehicle. The suchness of the Dharma nature that exists in things is unborn, and the transformation and difference of things do not depend on their respective differences, because the nature of unborn is the same. Therefore, this is showing the object of knowledge or the basis as one vehicle. Although what is seen through hearing, thinking, and meditating is different, there is no difference or transformation in it, therefore, the wisdom that realizes the state of suchness will not become different.
