Therefore, in order to liberate them, one seeks methods without懈怠, because one must fulfill the vows without fail. Secondly: Therefore, just as to alleviate the fatigue of the assembly of beings traveling to the island of the wise jewel, a desirable city is arranged. You teach this vehicle to students, first convincing them of the principle of peace, and then separately teach those who practice detachment. There are many obstacles for beings entering the Mahayana, and they must also be placed in Nirvana, therefore, for example, (384n) Just as a skilled captain, in order to alleviate the fatigue of the assembly of beings traveling to the island of jewels, arranges and conjures up a desirable city between the island of jewels for them to rest, and then leads them back to the island of jewels. The Buddha Bhagavan, in order to guide beings troubled by the path of samsara to the state of Buddhahood, skillfully proclaimed the vehicle of Shravakas and Pratyekabuddhas, first convincing the disciples of the Shravaka and Pratyekabuddha lineage of the principle of peace, and then also having them practice detachment from non-abiding Nirvana. Because they have abandoned the afflictions of samsara, for those Shravakas and Pratyekabuddhas who have practiced, the Mahayana is later separately proclaimed, and they also strive in accumulation and practice, thereby attaining unsurpassed Bodhi. Here, the Vaibhashika school believes that even when a Shravaka Arhat enters the realm of Nirvana without remainder, it is said that the afflictions abandoned by the path of seeing and the path of meditation, although the bonds of attainment are severed and abandoned, these dharmas still exist in the form of a substance with the nature of not arising again in the future. The Vijnanavada school believes that there are obscurations in the continuum of the Shravaka with remainder, and without remainder, there are no obscurations because the arising of conditioned phenomena has ceased. The Nirvana of the Shravakas and the Nirvana of the fully enlightened Buddha, although there is no difference in attaining a body liberated from samsara, it is believed that the Nirvana of the Shravakas and Arhats do not have a Dharmakaya. The Madhyamaka school believes that the Arhat of the Shravakas and Pratyekabuddhas does not have an ultimate, characteristic Nirvana, because according to those who want to realize the selflessness of phenomena (384b), it is because they have not abandoned the obscuration of knowledge; and according to those who do not want to realize the selflessness of phenomena, it is because of inherent existence.

Because they know that it will not be exhausted and will not arise, although they have realized the meaning of Bodhi and Nirvana, etc., because the practice has not been completely perfected, the two obscurations, habitual tendencies, and evil realms of Samsara have not been completely eliminated. In both cases, as stated in the Sutra of the Jewel in the Crown: Without practicing the emptiness that possesses all perfections, one cannot achieve the qualities of omniscience, etc., and without achieving those, there is no nature of Nirvana. And as stated in the Garland Sutra, because the habitual tendencies of ignorance have not been eliminated. And as stated in the Sutra of the White Lotus of the Good Law, the Prajna Sutra, the Lankavatara Sutra, etc., the Hearers and Solitary Realizers nominally take birth, and it is declared that there is no ultimate Nirvana. As stated in the Uttaratantra: Therefore, until Buddhahood is attained, Nirvana cannot be attained, just as one cannot see the sun after abandoning light and rays. Fifth, there are two explanations: the time of manifest enlightenment and the time of dwelling. The first is: "O Sugata, the number of dust particles in all Buddha-fields in all directions is the same as the number of kalpas in which you attained supreme and excellent enlightenment. However, this secret of yours should not be revealed." To explain the extent of the time of manifest enlightenment of the Dharmakaya, which arises from the Rupakaya of the Buddha: In all the Buddha-fields in the ten directions, the number of dust particles is the same as the number of kalpas in which you, the Tathagata, attained complete and supreme enlightenment in all Dharmas. However, since those who have not accumulated merit in the past find it difficult to develop faith, this secret of yours should not be revealed to those of dull faculties. It is taught in order to accumulate immeasurable merit for those who have special faith in this teaching. Therefore, the Dharmakaya, or the Dharmadhatu of the basis, path, and result, or the Samadhi-jnana of the noble ones, or the ultimate truth that is not nominal, which has these titles, has no difference in any part, because no one can measure its beginning, so it is taught in this way. Even so, those of inferior intelligence will think, if the Buddha has only one nature free from elaboration, then the countless other sentient beings
