Because of this. So, how is it that the sutras say that the middle is provisional meaning and the final is definitive meaning? That is, it is shown in that way from the perspective of the beings to be tamed, but the distinction between provisional and definitive is not the ultimate difference in meaning, so there is no harm. That is to say, the Buddha's three turnings of the wheel of Dharma, the initial, intermediate, and final, are spoken from the perspective of the beings to be tamed, the non-commonality of the lesser vehicle, the non-commonality of the great vehicle, and the various vehicles. The first turning of the wheel of Dharma teaches the four noble truths, the intermediate turning teaches emptiness of inherent existence, and the final turning teaches the three natures, etc. Among them, those who cling to things as real regard the provisional meaning as definitive meaning, and interpret the definitive meaning teachings as provisional meaning, thus explaining the intention of the Blessed One. Those who do not perceive things as real do not cling to the provisional meaning as definitive meaning, but rather hold the definitive meaning itself as definitive meaning, thus explaining the intention of the Blessed One. How the Blessed One taught the provisional and definitive teachings in the three turnings of the wheel of Dharma, all of these without exception become the means for all beings to be tamed by the three vehicles to attain higher rebirth and definite goodness, therefore all these scriptures are established as the supreme cause of liberation. So, what is the meaning of the three natures taught in all the sutras? We Madhyamikas think like this: For example, a snake is imputed in relation to the coiling of a rope, but that which is imputed as a snake does not exist on the coiling of the rope. The real snake, the snake is completely established, because the snake is established as a snake, so its expression is pervasive imputation. Similarly, (249b) the nature of things is also, on the dependent arising of other-powered phenomena, which is the conditioned, it is non-existent yet pervasively imputed. If it existed, the nature would not be an artificial establishment, but rather a non-artificial nature, it must be independently existent, but it is not so. Even worldly people who have not investigated, think that the nature of gold, etc., is established as having the nature of gold when the nature of gold, such as placer gold, exists without being artificial. Just as copper, etc., which is artificially conditioned like gold, is not established as gold, this is considered to be showing the valid cognition of what is commonly accepted by others. Because it is said, "Nature is not artificial, and does not depend on others."
