Because Leghden himself does not acknowledge the existence of sense bases such as the eye in the ultimate truth. Even if you say that the conventional eyes etc. are the subject, the Samkhyas and other externalists who assert reality all consider the eyes etc. to be real substances and acknowledge that they exist in the ultimate truth.
