If it is said that even the vehicle of Śrāvakas and Pratyekabuddhas shows liberation, this is a profound intention. Because sentient beings have the fault of body and mind being unbearable, the five degenerations of sentient beings, kalpas, afflictions, views, and lifespan that produce faults, these are the causes of heavy afflictions, and even if they want to attain the wisdom of the Buddha, there will be temporary obstacles, therefore the world will not enter the deep realm of the Buddha. The Sugatas will not be negligent in taming because the objects to be tamed are not vessels, because the Bhagavan, you have the wisdom, compassion, and means to tame the objects to be tamed, and also when you practiced the Bodhisattva conduct before, you promised to tame all sentient beings. Because the previous aspiration is clear, you will look for ways to tame them, and you will not be negligent, because you must fulfill the promise without hesitation. The second point is: Therefore, just like arranging a desirable city to eliminate the fatigue of the group of beings who are going to the island of precious gems. You taught this vehicle to the disciples, first let them focus on tranquility, and then also let those who are trained in emptiness practice separately. Because there are many obstacles for sentient beings to enter the Mahayana, and they must also be settled in Nirvana, so, for example, (384a) Just like a skilled boatman, in order to eliminate the fatigue of the group of beings who are going to the island of precious gems on the road, arranges and transforms a desirable city of precious gems, lets them rest there, and then takes them to the island of precious gems. The Buddha Bhagavan, in order to guide the beings who are tired on the path of samsara to the state of the Buddha, skillfully proclaimed the vehicle of Śrāvakas and Pratyekabuddhas, first let the disciples of the Śrāvaka and Pratyekabuddha lineage focus on tranquility, and then also let them combine with the emptiness of non-abiding Nirvana. Although there is no difference in the attainment of liberation from samsara between the nirvana of Shravaka-pratyekabuddhas and the nirvana of complete and perfect Buddhas, they believe that the nirvana of Shravaka-pratyekabuddhas and Arhats do not have a Dharmakaya. The Madhyamikas believe that the Arhats of Shravaka-pratyekabuddhas do not have ultimate nirvana, because according to those who believe in realizing the selflessness of phenomena (384b), it is because they have not abandoned the obscuration of knowledge; according to those who believe in not realizing the selflessness of phenomena, it is because they know that self-nature is exhausted and does not arise, and although enlightenment and nirvana are realized in meaning, they have not abandoned all the latent tendencies and evil destinies of the two obscurations because their practice is not complete. According to both views, the Ratnakuta Sutra says, "Without meditating on the emptiness that possesses all supreme aspects, one cannot accomplish the qualities such as omniscience, and without accomplishing these, there is no nature of nirvana." The Avatamsaka Sutra says, "Without abandoning the habitual tendencies of ignorance." The Lotus Sutra, Prajnaparamita Sutra, Lankavatara Sutra, etc., say that Shravaka-pratyekabuddhas nominally take rebirth, and they say that there is no ultimate nirvana. As the Uttaratantra says, "Therefore, until Buddhahood is attained, nirvana is not attained, just as one cannot see the sun after abandoning light and rays." Fifth, there are two teachings: the time of manifest enlightenment and the time of abiding. First, "All Sugatas, in all directions and Buddha-fields, as many as there are atoms of dust, are the eons in which they went to supreme enlightenment, but this secret of yours should not be spoken."
