If it does not even abide by the intention of the quoted scripture, how can it be said to have understood the ultimate intention of the Buddha? Therefore, those who cling to reality mostly interpret the definitive meaning as provisional, which is absolutely necessary. If one believes that the provisional scriptures are literally definitive, then it completely reverses the Buddha's intention. As stated in the Ornament of the Sutras: "If one fully conceives the meaning as literal, one becomes arrogant and intelligence declines. By abandoning the well-spoken Dharma, one is obscured by anger and destroyed." The verbal meaning of the intermediate wheel is definitive, while the final wheel has both provisional and definitive meanings. Because, teaching that all phenomena are without inherent existence is definitive, while teaching other-powered nature, the basis of all, self-awareness, self, permanence, non-emptiness, the cutting off of lineage, the determination of lineage, and the ultimate three vehicles are provisional, because they do not conform to the true meaning expressed by the literal meaning. Then, how is it that the sutras say that the intermediate wheel is provisional (249a), and the final wheel is definitive? This is in terms of the perspective of those being taught, and even if it is taught in this way, this distinction between provisional and definitive is not the ultimate distinction of intention, so there is no harm. That is, the Buddha's initial, intermediate, and final three wheels are taught to non-common individuals of the lesser vehicle, non-common individuals of the great vehicle, and individuals of various vehicles. The initial wheel teaches the four truths, the intermediate wheel teaches no inherent existence, and the final wheel teaches the three natures, etc. For those who cling to reality, they regard the provisional as definitive and interpret the definitive teachings as provisional, thereby interpreting the Buddha's intention. For those who do not cling to reality, they do not regard the provisional as definitive, but regard the definitive as definitive, thereby interpreting the Buddha's intention. How the Buddha taught the provisional and definitive teachings in the three turnings of the wheel of Dharma, all of these have become the means for beings of the three vehicles to attain higher rebirth and definite goodness, without any exception, so all these scriptures have become the supreme source of the cause of liberation. Because it says in the scriptures: "Self-nature is non-artificial, it does not depend on others." Whatever has self-nature cannot be created by others. Therefore, the dependent arising that is created like being grasped, the other-powered, like an image, does not exist in things, but it simultaneously has the nature of emptiness, perfect reality, and other-powered consciousness. The phenomenon that is universally imputed by the Vijnanavada, the universal imputation does not exist in its nature. If one examines the non-artificial emptiness, the perfect reality, it cannot be established. If one does not examine, then that nature, in the realm of wisdom that the Buddha observes with the ultimate truth, is not created by other-powered dependent arising, nor is it established by the universal imputation of conceptual thought. Moreover, the self-nature of other-powered consciousness cannot be established whether one examines it or not, because it has been widely refuted. Therefore, it says in "That Nature of Self-Nature" (250n): "For that which does not arise, it is called Buddha." Because it does not touch the consciousness of other-powered phenomena, that is, it does not grasp the part of the conceptual elaboration of the other-powered thing, but for all phenomena, without examining the nature of things as emptiness, as the world praises, all phenomena from form to omniscience manifest as the sole suchness of the nature of emptiness, therefore, he understands that suchness.
