It is not. As it says in the Essence of Madhyamaka: "The Sutra speaks of mind-only in order to refute the agent and the enjoyer." It is like that. The Sutra says: "One thoroughly conceptualizes dependent arising in the manner in which it arises." Thus, it is thought that this mere accumulation of suffering, the tree of suffering, without an agent or an experiencer, will be manifestly accomplished. One thinks thus: by being manifestly attached to the agent, all actions come to exist; if there is no agent, then in reality no action is perceived. One thinks thus: like this, these three realms are mind-only, and all those twelve branches of existence that were thoroughly taught by the Thus-Gone One are dependent on a single mind. Thus it is extensively taught. Second, the two: establishing the sutra and explaining its meaning. The first is: Therefore, the wise, in order to increase wisdom, in that Lankavatara Sutra, the all-knowing one, to destroy the high peak of the mountain of the tirthikas, with the vajra of the nature of speech, spoke this to cut off the intention. The meaning of the sutra explained by another sutra: In the Holy Lankavatara Sutra, the all-knowing one, in order to destroy the high peak of the mountain of evil views of the tirthikas who think of the self and the chief, etc., as agents, with the vajra-like thunderbolt of the nature of speech, spoke this in order to completely cut off the intention of speaking of mind-only, since mind-only is the agent, in order to increase the wisdom of the bodhisattvas who have wisdom in realizing selflessness, as it is said: Person and permanence and aggregates, likewise conditions and all the atoms, the chief, the powerful, the agents, I have said are only mind. Like that. The second is: As in their own treatises, those tirthikas, the persons, etc., those, having not seen those spoken of as agents, the Victorious One said that mind-only is the agent of the world. As are the treatises of their own schools, the tirthikas speak of persons and the chief, etc., as agents, and our own school also imputes persons and obtainers and the indestructible and the alaya, etc., as agents, but even in those conventions they are not seen as agents.

Therefore, the scriptures say that in conventional terms, the Victorious One (Buddha) said that Mind-Only (Cittamatra) is the creator of the world, which is the essence of the Lankavatara Sutra. Master Lekden also explained in the Blaze of Reasoning that the word "only" has the meaning of excluding other authors. The mere word "tirthika" (outsider, non-Buddhist) can be applied to all logicians who admit that things have inherent nature such as an agent, because their understanding of the doctrine is contrary to its actual meaning, just like the outsiders. Master Chandrakirti believes that these proponents of substantial entities in Buddhism are also not followers of the Dharma. However, some Tibetans who claim to be followers of the Dharma believe that the uncompounded entity of the Tathagatagarbha is the creator of all samsara and nirvana; in conventional terms, they believe that the self and the person are the basis and agent of karmic results; they believe that destructible things are the agents in the relationship of cause and effect established by conventional valid cognition that does not allow interruption; they believe that pure, indestructible entities with three special qualities are the nature, pervasive agent, and unifying agent of all samsara and nirvana. According to this view, some say that these people can be regarded as falling into the category of definitions that are consistent with the meaning of the word "tirthika." Therefore, no matter which sect someone belongs to, if someone says that, how can it be proven that they are tirthikas? This can be proven by the teachings of the Complete Perfect Buddha and Nagarjuna, etc. The Lankavatara Sutra says: "Those who contemplate on things that belong to conditions, whether they are existent or nonexistent, know that these tirthika-view holders are far from the doctrine." It also says: "Those who slander my doctrine, wear the robes of monks, and speak of the existence and non-existence of fruits, will appear in the future." The Ratnavali says: "If someone says that a person is a collection of aggregates, such as the Samkhyas and the sons of owls in the world, or the naked ones, if they say existence, non-existence, and the past, they should be questioned. Therefore, the teachings of the Buddhas, which are the deathless Dharma beyond existence and non-existence, are profound, know that this is the lifeblood of the Dharma." And so on, these scriptures can prove this. Therefore, for things like aggregates, analyzing them through philosophical tenets and viewing them as eternalist or nihilist, this should be understood as the view of outsiders. These tirthikas who have gone astray in this way truly believe that there are agents, etc., at the beginning and end of samsara.
