This refers to the five root vows of illusion: not abandoning the Vajra Master, serving with reverence; not interrupting the mantra and mudra of the Yidam deity for whom one has received empowerment; in general, not contradicting the correct view, i.e., cause and effect are not false, especially being loving and affectionate towards those who have entered the path of mantra view, meditation, and practice; not telling others about matters that should be kept secret and entrusted, etc. Root and branch vows are summarized into two parts. The gathering of offerings is the substance that brings about the near attainment of the supreme common siddhi, therefore it should be accepted.
