With the power, strength, ability, ferocity, and unbearable might of your body, speech, mind, qualities, and activities, arise swiftly to action, and with minds free from the obstructions of the three times, consider this. Look with the eyes of unobstructed wisdom, listen with the ears of pure, self-arisen Dharma, discern the standards of good and bad, and distinguish the boundaries of truth and falsehood. Inflict severe punishment upon wrongdoers, oath-breakers, and enemies! Furthermore, here are the essentials entrusted to fierce activities: In general, all those who destroy the sacred Dharma of the Buddha, degrade the dignity of the Three Jewels, cause suffering to innocent beings who strive for the ten virtues, and from the root of intention, thought, and action, abandon all virtue and good deeds like poison. In particular, those who wage war, steal, rob, quarrel, slander, oppress, compete, provoke, insult, curse, and cast spells upon us, the teachers, disciples, patrons, attendants, and all those connected to us. Especially, those oath-breakers and wrongdoers who sharpen old grudges in their hands, plot conspiracies in their minds, and now stand before us, boasting and flaunting their power, obliterating benefit and happiness, and striving to spread sin and faults, those with malicious intentions and harsh actions, those who are two-faced, and those who engage in cursing, sending curses, and other direct or indirect actions.

Starting from hatred, malice, and constantly engaging in abuse with cruel thoughts and actions... Some say there are no gods for humans, and others say gods have no power, arguing like owing a debt, despising the Dharma, precepts, and deities. May all those oath-breakers who are enemies, who are devoted to harmful and injurious actions, whoever they may be, without mistaking their names, clans, places, homes, etc., be seized by the heart with a hook, bound by the neck with a lasso, their limbs restrained with iron fetters, made intoxicated with a bell. May the wind of karma push them from behind, and the darkness of terror drive them from the front, separating body and mind.
