Considering those seven places, the necessity of definitively proclaiming the One Vehicle is, as it says therein: Some are for guiding, and others are for subsequently accepting, the perfect Buddhas, for the uncertain ones, taught the One Vehicle. This refers to some being Shravakas, and others being Bodhisattvas of uncertain lineage. The prediction of Shravakas becoming Buddhas is not contradictory, because this refers to manifested Shravakas or completely transformed Shravakas. So they say. Furthermore, these people consider that the sutras with definite objects are of definitive meaning, and the pervasive sutras are of provisional meaning, and it is said in the Ornament of Realization that its meaning pervades through reason. Moreover, those who hold this view also say that from that treatise, the venerable Asanga and those who follow his treatise, those who speak of various vehicles, explain it differently. Thus it is said. The second aspect is divided into two: which sutra to follow, and how to establish the system. The first aspect is, in the Lankavatara Sutra it says: The vehicle of gods and the vehicle of Brahma, likewise the vehicle of Shravakas, the Tathagata and the Pratyekabuddha, these vehicles I have taught. As long as the mind arises, the vehicles are endless. When the mind is completely transformed, there is no vehicle and no goer. The establishment of vehicles is neither existent nor non-existent, I speak of the One Vehicle. To guide all children into the provisional meaning, I speak of various vehicles. And, following the White Lotus Sutra, the Chapter of the Real Person, and other sutras. The second aspect is divided into two: How the teacher explains the meaning of the sutra, and how the followers eliminate the disputes about it. The first aspect is, in the Commentary on the Bodhicitta it says: These two vehicles are also, arising from the Great Vehicle, for those who are weary of the path of existence, the meaning of rest is not that. And, in the Praise Without Equal it also says: Because the Dharmadhatu has no difference, therefore the main vehicle has no difference, but in order to guide sentient beings, you have taught the three vehicles. Among them, the former believes that Shravakas and Pratyekabuddhas must ultimately enter the Great Vehicle, therefore the three vehicles are of provisional meaning, and the latter believes that if one does not realize the meaning of Suchness, one cannot become a characteristic vehicle that transcends Samsara, and because Suchness has no difference, therefore the wisdom that realizes it also has no difference in the way of realization.

The three vehicles are taught as provisional, due to the difference in how the Great Vehicle and the Lesser Vehicle are realized, and two ways of establishing them as provisional are explained. This latter also becomes a source for the Hearers' and Solitary Realizers' vehicles to realize the absence of inherent existence of phenomena. That is, the teachings from the White Lotus Sutra and others are interpreted as definitive, while the teachings from the Samdhinirmocana Sutra and others are interpreted as provisional. Secondly, the quotations cited by the Mind-Only school do not become obstacles, because they are taught as three vehicles with the intention of temporarily determining them in their respective lineages, not because of a reason for permanent determination. How then can the determination of three lineages, and even three vehicles, be established from the uncertain difference in practice and aspiration? It is also unreasonable to think that Arhats have cut off rebirth, because in the Mother Sutra and the Ratnavali, it is said that even though the birth and death of karma and afflictions are cut off, there is birth and death that is transformed in an inconceivable way, and it is also said that knowing the exhaustion and non-arising of those is also provisional. Therefore, by abandoning the afflictions of the three realms, one can prevent rebirth in the three realms, but one cannot prevent being born miraculously in the lotus in the pure land and abiding in the realm of the uncontaminated.
