It is said that one enters the Buddha-bhūmi by far surpassing the ninth bhūmi. Abandoning the gotra-bhūmi, one counts from the bhūmi of pure appearance and counts up to the ninth bhūmi. It is famous that after completely surpassing these nine bhūmis, the wisdom of the bodhisattva dwells in the Buddha-bhūmi of Samantaprabha, and the nature of that wisdom is the tenth bhūmi of the bodhisattva. All three of these consider dwelling in the Buddha-bhūmi to be a transformation, not remaining as it is. The third point is divided into two parts: grasping the tenth bhūmi from the perspective of name and basis, and explaining the nature of the nine bhūmis to be transcended. The first point is: it should be understood. What should be understood? The tenth bhūmi of the bodhisattva is the Dharma-megha bhūmi. Why is it called that? Like a cloud, the Dharma of the sky is pervaded by two, therefore it is the Dharma-megha. It means that the support obtained by the clouds of samādhi and dhāraṇī pervades like the sky, therefore it is the Dharma-megha. Where, as mentioned above, or like that, the nine bhūmis have been transcended, that is, the qualities of abandonment and realization of those bhūmis have been completely increased, and one dwells in the tenth Buddha-bhūmi with the wisdom of aspiration, that is it. What is the wisdom of aspiration? In this regard, the Ornament Illumination says: In which Buddha-bhūmi, with the wisdom of the support of power over karma, etc., one dwells in it. Here it speaks of the wisdom of the support of the four powers. The Clear Words says: Dwelling with the wisdom of aspiration means that even though one has not yet attained the great bodhi of self-nature, by the power of aspiration, one dwells knowing the means of fully awakening through the twelve acts, such as descending from the Tuṣita heaven. Here it speaks of knowing the means of awakening through the twelve acts by the power of aspiration. If so, then in the Tenth Bhūmi Sutra it says that in the first bhūmi also one awakens by the power of aspiration, so why is the first bhūmi not counted as a Buddha-bhūmi? To this, it is refuted that awakening there is because it is less than a hundred, etc., how can it be compared to this? Then, why is this bhūmi called a Buddha-bhūmi in this treatise, and not called a Samyaksambuddha? For the bodhisattva of the tenth bhūmi, one can only say Buddha, and not Samyaksambuddha.

Because the sutra says, "It is not an object to be spoken of," therefore, doing so is in accordance with it. If combined in this way, this statement can become an establisher. If someone asks, if it is the tenth bhumi of a bodhisattva, then it contradicts the buddha-bhumi, the answer is, the bodhisattva of the tenth bhumi has entered the buddha-bhumi, so it can only be said to be a buddha. Because the powers and other qualities of the buddha are not complete, it is not a truly complete and perfect buddha, as it says in the Twenty Thousand Verse Sutra. Regarding the statement that "it is reasonable in the buddha-bhumi," if you say that, then how can the preceding restrictive word "only" and the following word become an establisher that the tenth bhumi and the buddha-bhumi are not contradictory? From which sutra is it said? In the Ornament of Realization. It is said in the Twenty Thousand Verse Sutra, which is considering that the preceding word is real and the following word is meaningful. The reason it is meaningful is that the sutra says that it abides in the buddha-bhumi and is called tathagata, but it does not add the word "complete and perfect buddha." If we examine its intention, we must also think that it means that the powers and other qualities of the buddha are not all complete. Similarly, in the Commentary on the Twenty Thousand Verse Sutra, it says that abiding in the tenth bhumi of a great bodhisattva is called tathagata, which means that it is intended that all the buddha-dharmas, such as the powers, which are attained in the complete and perfect buddha-bhumi, are fully possessed. In other schools, it is also said that one should say tathagata, but one should not say complete and perfect buddha. So, is this tenth bhumi the real buddha and tathagata? To this, some people think that although it is a real buddha, it is not a complete buddha, which is the meaning of the previous statement. However, because on this bhumi one obtains the same state as the buddha and the spontaneous accomplishment of activity, which is continuous, it is said to be buddha and tathagata, but because one has not obtained the abandonment and realization attained by them, it is not real. In the Commentary on the Twenty Thousand Verse Sutra, it says that the tenth bhumi is the tathagata. What does this mean? Because it is close to the activity of the tathagata, it is called tathagata, but it is not what the tathagata has realized. And, it is the same in the Commentary on Valid Cognition.
