Oh! Therefore, the Truth of the Path is like the sun. The seventh is the first three, namely the Truth of Cessation; the eighth is the latter three, which are the qualities of the Truth of the Path. As it is said in the Uttaratantra: Without thought, without duality, without conceptualization, solely through the power of purity and clarity as an antidote, whatever is free from attachment by whatever, that which possesses the nature of the two truths is Dharma. Freedom from attachment is cessation, and is included within the Truth of the Path. In their respective order, these should also be known by three qualities each. Thus, in the root text, generally only cessation and the path are spoken of as the Dharma Jewel, but the cessation and path of the Mahayana must be taken, and the Truth of the Path here should also be regarded as the seeing and meditation of the Mahayana. As it is said in the commentary on the Dharma Jewel, the Dharmakaya of the Tathagata, which is obtained by the name of ceasing suffering, the cause of obtaining it is non-conceptual wisdom, the path of seeing and meditation is in accordance with the Dharma, and should be understood as being like the sun in three ways. The third is the Sangha Jewel: Knowing the suchness and the extent, and seeing the inner wisdom, and the quality of purity of that seeing, because it possesses these four unsurpassed qualities, it is the non-regressing Bodhisattva. The first of these is the realization of the absence of self, the extreme of the two self-grasps of beings called phenomena and persons being pacified. The second is: Seeing the thusness, which is empty of the two self-grasps, pervading all sentient beings. Therefore, the first realizes the nature of phenomena as its own essence, and the latter realizes where it abides. The third is: Realizing those two wisdoms in the manner of self-awareness. The fourth is: The defilement of attachment, the afflictive obscuration, and the obstruction of the knowable, the cognitive obscuration, are purified as appropriate. As it is said in the Uttaratantra: Because of suchness, the extent, and the purity of seeing inner wisdom, the assembly of the wise who do not regress, possess unsurpassed qualities. Some say that suchness, the extent, and inner knowledge are three, and that freedom from the obscuration of attachment, the obscuration of obstruction, and the inferior obscuration are three, the first three being knowledge and the latter three being the qualities of the perfection of liberation, thus explaining that the Sangha Jewel possesses eight qualities, although it can be forcibly associated in a general way, the commentary does not say this, and it is not clear in the root text as before, so I have abandoned it. The second is, in the Uttaratantra it says:

导师教法修学之故,对于三乘和三行,随顺信解之众生,安立三皈依。此言乃为三种必要,依于六种补特伽罗而安立三皈依。关于此义,多数《宝性论》释疏皆谓,此偈所示之前述三皈依并非了义,而是不了义,此乃未解其义之见。何以故?此论之衔接中云:“如是,世尊以何义依于何者而安立三皈依耶?” 似是如来总问安立三皈依之必要,而非尊者对前述三皈依之决疑。又于外释中亦云,安立三宝为皈依之理,次第为“以其为二足者之胜故,以其为离贪者之胜故,以其为众会之胜故”,并云“安立故”。以此安立之方式,善加了知尊者先前之安立是否存在,则将通达。故当如是解释此义:先前尊者安立三皈依之方式,与共同之经部中如来安立“佛为二足者之胜,涅槃为离贪者之胜,僧为四双士之众会之胜”不符。故思及于此,总问安立三皈依之必要与补特伽罗。其答复为,为已入大乘道之补特伽罗,及虽未入道然欲于三皈依中唯以佛为所作者之补特伽罗,即此二者之面前,为显示三皈依中佛之殊胜,故安立佛为皈依。如是,为已入下二乘及虽未入然欲以法与僧为所作者之补特伽罗之面前,为显示后二皈依之功德,故安立法与僧为皈依。三种种姓之每一者,莫非皆皈依三者耶?何以

Due to the Teacher's teaching and learning, for the sake of those who have faith in the three vehicles and three practices, the Three Refuges are established. This statement establishes the Three Refuges based on six types of individuals for three reasons. Regarding this meaning, most commentaries on the Uttaratantra state that the aforementioned Three Refuges are not definitive but provisional, as indicated by this verse. This is seen as not understanding its meaning at all. Why is that? In the connection of this text, it says, "In that case, for what reason and based on whom did the Bhagavan establish the Three Refuges?" It seems that the Victorious One is generally asking about the necessity of establishing the Three Refuges, rather than the Venerable One resolving doubts about the previously explained Three Refuges. Also, in the outer commentary, it is stated that the reason for establishing the Three Jewels as refuge is, in order, "Because it is the best of the two-legged, because it is the best of those free from attachment, because it is the best of assemblies," and it says, "Therefore, it is established." By this way of establishing, if you carefully understand whether the Venerable One's previous establishment exists or not, you will understand it. Therefore, this meaning should be explained as follows: The way the Venerable One previously established the Three Refuges is inconsistent with the common sutras in which the Tathagata established "the Buddha as the best of the two-legged, Nirvana as the best of those free from attachment, and the Sangha as the best of the assembly of four pairs of persons." Therefore, thinking about this, he generally asked about the necessity and individuals for establishing the Three Refuges. The answer is, for the sake of the individual who has entered the Mahayana path, and the individual who, although not on the path, wants to act only with the Buddha among the Three Refuges, that is, in front of these two individuals, in order to show the greatness of the Buddha among the Three Refuges, the Buddha is established as refuge. Similarly, in front of the individual who has entered the lower two vehicles or who, although not on the path, wants to act with the Dharma and Sangha, in order to show the qualities of the latter two refuges, the Dharma and Sangha are established as refuge.
