If a second action is not done, because it is the agent, it will not become an action that has been done, and this also accomplishes the pervasiveness of the sign of refuting the previous inference. If the agent is considered not to do the action that he should do, then the agent will also not be established. Therefore, here it points out the fault of that person becoming an agent who does nothing, rather than pointing out the fault of the action that should be done not being done by anyone. Secondly, because being an action is determined by the reason that it is done by the agent, only by possessing action can one obtain the name of action. Thus, for that which has become an action by possessing action, there is now no other action that can make someone do that action. When there is no other action, the agent does not act, so when that person becomes an agent by merely not acting, there is no agent who does not act, just as the non-actor of uninterrupted karma is not seen as its actor. Thus, through the sign of refuting inference, it is proven that because action is the agent, the agent is not established by nature. The way to apply this refutation should also be understood as previously explained. If it is thought that the action is not done by the doer, then the action cannot be established, so here the doer is thrown to the agent who does nothing, rather than thrown to the action that should be done but no one does. The second part is divided into two points: refuting by inferring no cause; stating the harm to that view. The first point is: if it is thought that because one has not become an agent, one does not do what has not become an action, then that action, that is, what that person should do, has no cause, because it is separate from action. Moreover, the reason for that person himself to be established as the agent of his own action is also gone, because it is separate from action. The second point is: if there is no cause for what should be done and the agent, then there will be no result, that is, a pottery pot, because there is no cause for it. If there is no pottery pot, then its agent or co-acting conditions, such as the wheel, etc., will also not be reasonable. If both cause and effect are absent, then what action would the effect, the vase, have, and what action would the potter be independent of to become the agent? And the kneader is also the very nature of what is to be proven.

Therefore, it is not appropriate to consider someone who performs actions as a truly virtuous person. If one does not accept the existence of actions and the like, then the ten virtuous dharmas and the ten non-virtuous dharmas should also not exist. Because when an agent who has freedom engages in actions of abandonment and adoption through the three doors of body, speech, and mind, dharma and non-dharma arise. If there is no virtuous dharma and non-virtuous dharma, then the desirable and undesirable results arising from them should also not exist. If those two results do not exist, then it is unreasonable to cultivate the eightfold path that leads to liberation, and to cultivate the meditations and formless absorptions that lead to the happiness of the heavens, namely the form and formless realms. Furthermore, all worldly activities such as agriculture would also become meaningless, but they are not meaningless. Thus refuting, by refuting in order, if it is said that one who has not become an agent performs what has not become an action, then one should not accept this as the source of all faults. Secondly, those who speak of the mode of designation, saying that agent and action exist in dependence on substance, and that they do not exist prior to the agent and the action, similarly, both one who has become an agent and one who has not become an agent do not perform the nature of both what has become an action and what has not become an action, because it is contradictory for those agents and actions, both become and not become, to mutually exist in one thing at one time, so where does such a thing exist? Because it does not exist. If it is thought that there is no fault because it is established in dependence on designation, then even so, it is unreasonable because it is refuted by the previous two reasons. The second has two parts: refuting that each agent performs one dissimilar action, and refuting that they perform two dissimilar actions. The first is: if it is said that one who has become an agent, possessing a function, does not perform what has not become a function, because he is an agent. This action is also as previously stated, that the agent exists but has no other function, and that there is an action that no one has done, and performing a non-action, here also as previously stated, the non-action would become causeless and so on.
