Regarding the word 'which', Buddhapalita explained it as the goer, which also appears in Chandrakirti's intention. Sthiramati says that if that is the case, then the word 'therefore' would have no companion, and since the basis of movement and the act of going is definitely the path of the step, it is not reasonable to consider the agent as the basis even in 'which step'.
