Even the mere dharma does not exist, because it is devoid of action, like a flower in the sky. Therefore, if existence or non-existence is in name only, then just as one accepts mere dharma, one should also accept action. However, if one thinks that only that exists or does not exist, then just as action cannot be accepted, mere dharma also does not exist. As the Śataśāstra says: "There is no permanence associated with action. There is no action for those who go everywhere. The absence of action is the same as nothing. Why are you not happy with selflessness?" It is said. Therefore, this view of other schools does not harm the Madhyamikas, and we do not have the fault of proving what has already been proven, as explained in the Clear Words. Here, "no action" does not mean that there is no action of seeing forms and Lhasbyin walking, etc., but that it is not merely the dharma of the eye and Lhasbyin, etc., but that there is no action of seeing forms and walking, etc., that is what is intended. The self-school believes that these two are the same in ultimate truth and the same in name, so there is no distinction between existence and non-existence. Although the opponent believes that the eye does not see forms through its connection with action, even if this is established, it will not be a fault of proving what has already been proven, because the meaning of "therefore" is that action exists in name. Therefore, it is very unreasonable to think that the meaning established by the opponent is established by promise, and we are only refuting what is to be refuted, and not establishing what is to be established, so the previous meaning of refutation is not unestablished. Therefore, the so-called proof and example recognized by other schools are sufficient for the opponent to accept, but it also needs to be established by valid cognition, and mere promise is not enough. Secondly, by seeing, one becomes a seer, and by the seer, one establishes that the eye is the agent of seeing, which is not accepted. So what is it? By the seer, one becomes seeing, and by the seer, one establishes that the eye is the agent of seeing, so by placing the eye as the agent, examining whether it is related or unrelated to the action of seeing, there will be no fault. Whatever seeing becomes the agent, this eye becomes the seer by seeing, this is the agent, whether it is consciousness according to one's own school, or self according to other schools, it is okay, because it exists, if there is an agent of seeing, then seeing is also established.

Yes. Regarding this, previously, for example, if asked who cuts this tree, the answer would be that the axe cuts it, just as saying the axe is the cutter of the tree. Similarly, if asked who sees objects, the answer would be that the eye sees, thus acknowledging the eye as the seer. But here, it's like saying that Devadatta cuts the tree with an axe, where Devadatta is the cutter and the axe is the tool. Likewise, whether it's the self or consciousness, it sees objects with this eye, thus considering the self or consciousness as the seer and the eye as the instrument of seeing. Regarding this, previously, when refuting the claim that the eye is the seer, the arguments starting with "seeing is its very nature..." were used to refute it. Similarly, it should be understood that the same reasoning can refute both of these seers, that is, refute them. That is, "seeing is its very nature, seeing is not seeing itself, one who does not see oneself, how does one see others?" Recite and translate these. Here, setting aside the claim that the eye is the seer, it's merely stated that the self or consciousness is the seer, so the refutation is the same. There is also this other fault: if the seer performs the seeing, there would be three seeings. If the seer is inherently existent because it has its object—the form—and the instrument—the seeing, then, since these two are not inherently existent, how can the seer be inherently existent? Regarding this, if the seer is inherently existent, it will not transcend the two, not abandoning seeing, that is, if one wants a dependent seer, then it is not inherently existent. Does it depend on something established or something unestablished? If the former, that is unreasonable, because what is already established does not need to be established again, so it is unreasonable to depend again. This is also a refutation of dependence on self-established things, so for it, the fault of needing to establish again what is already established will occur, as has been said before. If the latter, then dependence is contradictory, like a rabbit's horn. If the seeing is abandoned, that is, if there is a seer that does not depend on seeing, then, using the word "also," not only is there no dependence on seeing, but there is also no independent seer, because it does not depend on others, like a flower in the sky. Buddhapalita, however, argues that if the seer has the function of seeing, then the function and the seer are not two entities, and if it does not have it, then it is separated from the function of seeing, thus refuting that seeing is not seeing itself, and the meaning is the same.
