The consciousness of arising and the action of arising, when approaching arising, although there is no dependence and dependent, if the action of arising is established by its own characteristic, then at that time, consciousness must also be established as the basis of the action of arising. If that is not established, the action will not be established either. The arising of consciousness approaching arising, what is the consciousness of that, although it is not there at that time, but now thinking about the future, it is established as its arising, and looking at the existence of that arising, it is also established that consciousness will exist in the future, so the agent consciousness and the action of arising are not contradictory in terms of dependence and dependent. That which is established by relying on each other's meaning is not inherently established but is imputed, as stated in the root commentary of the Entering the Middle Way, it should also be understood for the action of arising and other agents. If it is said that the action is in the process of arising, it is also unreasonable, because there is no arising that is neither born nor unborn. Suppose the action of arising has begun, but the arising is not complete, it is not yet born, and the unborn that has not yet begun the action of arising is also not, so it is in the process of arising, and this action is distinguished from it? That is also unreasonable, because the basis for establishing this as being in the process of arising, such as consciousness, must be established as being in the process of arising. If some parts of it are born and some parts are not born, then it will become half-born and half-unborn, so there is no such thing as neither born nor unborn. If distinctions are made between both born and unborn, then the past and future will also become in the process of arising, so all three times will become in the process of arising, as it is said: Because the arising is half-born, the arising is not born, or else all arising, the nature should become so. Thus, the action of causing the previously unborn to be born is not truly existent, and the action of causing the already born to be born again is also non-existent, so the action is not truly existent. Therefore, the action is established by its own nature, and having the conditions of eyes, etc., is not existent, just as a barren woman has no child, so she has no cow. The meaning of having conditions is that the action accomplished by conditions is having conditions. If so, is there an action that does not have conditions? The action that is not accomplished by the conditions of eyes, etc.

And it is not that there is no lack of conditions either. If that were the case, it would have to arise without a cause, so everything would arise from everything, and all actions would become meaningless. If there is no action like that, then do you think that the condition itself produces the result? Not possessing the action of arising is that the action of arising does not exist ultimately. Therefore, there is also nothing that establishes it, so the eye and so on are not the ultimate conditions for the action of arising. In that case, how can they become conditions ultimately? They are not conditions. Even if it is not a condition for the action of arising, if it becomes a condition, then everything will become a condition for everything. In the "Meaning Clearly Lacking Action," it says that although there is no distinction between the action accomplished by the condition and the action not accomplished, the former is inevitable, and this is also explained according to the view of Buddhapālita. Although it is not desirable for the action to be separated between the result and the condition, the eye and so on are the conditions for accomplishing the action of arising of the result, and ultimately it must also be admitted that the result arises from a distinction of the action accomplished by it, which is known by the reasonings in the context of the third chapter. If the condition only produces by possessing action, then the end of the previous verse, "not existent," should be quoted here to explain that the conditions do not possess action established by their own nature. However, the "Clear Words" says that the word "na" here has a limiting meaning, meaning "only not." And the action of having or not having conditions has already been explained before. The "Lamp of Wisdom" says that before the third chapter, before the arising of the result, whether the conditions do not possess action or possess action, by combining the latter and the fourth question, it is explained that the word "or" is used for speculation. In that case, the argument that the eye and so on are conditions because they possess the action of arising of the result is refuted by the fourth and first verses. To that, even if there is a condition without action, there is a case of not possessing a condition, which is refuted by the second verse. Then, the idea that even if it does not possess action, it can be established as a condition, which is refuted by the third verse. Therefore, since any condition that possesses or does not possess action does not exist ultimately, it is meaningless to conceive of a self-established nature for the conditions, which is the result of those reasonings, namely, the Bud
