In short, it is not to give or establish other dharmas. For example, when a Brahmin is asked whether he can drink alcohol, he answers that he does not drink alcohol. This is only a complete prohibition of drinking alcohol, but it does not establish whether he drinks or does not drink other beverages besides that. As the Tarka-jvala says: "Non-exclusion only excludes the nature of the thing, and does not establish other things that are similar to it and are not it. For example, saying that a Brahmin should not drink alcohol only excludes drinking alcohol, and does not say whether he drinks or does not drink other beverages besides that." As it is said. Non-exclusion is to give or establish other dharmas by separately excluding the things to be excluded. For example, if one wants to show a person as a low caste, one says, "This is not a Brahmin," which is not only excluding the Brahmin, but establishing that this person is a low caste who is inferior to the Brahmin in terms of learning and so on. Because the way of giving other dharmas is determined to be these three, these are non-exclusions, and if none of these three are given, then it is non-exclusion other than that. As it is said in the Avalokiteśvara's Peaceful Conduct: "Exclusion is expressed through meaning, one word is established, possessing these, one's own words do not..."

Some say that if it is the establishment of a basis and a collection, it is not a non-affirming negation, but this statement is unreasonable, because if it is the establishment of a Brahmin, the fact that a Brahmin does not drink alcohol is merely a prohibition of what should be prohibited, and does not hinder it, just as the fact that sound is manifest does not hinder the fact that sound is impermanent is hidden. Others say that if it is a basis and a collection, then other dharmas are involved, but this statement is also unreasonable, because things like Brahmins are the basis for measuring whether or not other dharmas are involved, and not the other dharmas that are involved. Second, there are two parts: explaining that non-affirming negation is what is to be established, and refuting the arguments against it. First, for the sign that is known to others, there is also something to be established, and it is refuted by the fault of arising from the four extremes, so the Clear Words also says that non-arising is established. In the commentary on the Engaging in the Bodhisattva Deeds, it also says: It is explained in order to later state those four vows and establish them through reasoning. Because the four vows are considered to be non-affirming negations, in all cases of negating self-nature, non-affirming negation should be taken as what is to be established by the sign. Therefore, the Clear Words says: Subsequent inferences, etc., only have the result of negating the vows of others. What is said is also that it is only by applying the negation of self-existence that one establishes it, and not by establishing other dharmas other than that, so it is not said that one negates self-existence without establishing non-existence. Such reasonings, etc., use the scriptures that show the absence of self-nature and the wisdom that ascertains it to take the mere negation of self-nature as the object and the object, and do not involve other dharmas, which is the meaning of explaining it as a non-affirming negation. In the commentary on the Hundred Verses, it says: The Teacher saw that sentient beings were bound by the thought of clinging to self-nature, and in order to dispel it, the Tathagatas and Bodhisattvas, without contradicting dependent arising, only showed that all things are without self-nature. In this way, this is briefly the meaning of the Buddha's words, and the Teacher's treatise explains it separately. And, the Clear Words also says: As many sounds as there are in that world, all are unreal and nothing exists. Because actions and so on arise, it is non-existence.
