Because rebirth is unreasonable. It is also unreasonable for the unborn, because there was no agent before, just as it shows the reason for not having a basis. In general, the consciousness that is the cause of arising and the action of arising, even if there is no basis and dependent when approaching arising, if the action of arising is established by its own character, then at that time, consciousness must be established as the basis of the action of arising, and if it is not established, the action will not be established. That consciousness that is approaching arising, No matter whose consciousness it is, even if it does not exist at that time. Now, considering the future, it is established as its arising. And depending on the existence of that arising, it is also established that the future consciousness exists, so the agent consciousness and the action of arising are not contradictory as the basis and the dependent. As it is said in the root and commentary of the "Entering the Middle Way", what is established by relying on each other is the imputation of non-self-nature. It should also be understood for other arising actions and agents. If you want that action that is arising, it is also unreasonable, because there is no arising that is neither born nor unborn. If you say that the action of arising has begun, but the arising has not been completed, so it is not born, and it is also not unborn that has not started arising at all, so it is arising, and this action is distinguished for it, then this is also unreasonable, because as the basis for establishing "this is arising", such as consciousness, it must be established as arising, and if some of it is born and some is unborn, then it becomes half born and half unborn, so there is no non-born and non-unborn. If both the born and the unborn are distinguished, then both the past and the future will also become arising, so all three times will become arising. As it is said in the "Hundred Treatises": Arising because half is born, arising is not arising. Or all are arising, and oneself becomes existence. In this way, the action of arising that was not born before does not exist in the ultimate sense, and the action of arising that has already arisen again does not exist, so the action does not exist in the ultimate sense. Therefore, the action is established by its own nature, and it does not exist with the conditions such as the eyes, just as the son of a barren woman does not exist, so she does not have a cow. The meaning of having conditions is the conditions of

All actions are related to causes and conditions. If asked whether there are actions unrelated to causes and conditions, there are no actions that are not accomplished by causes and conditions such as the eye, nor are there actions unrelated to causes and conditions. If there were, they would have to arise without a cause, and then everything could arise from everything, and all actions would become meaningless. If there is no action in this way, then can the causes and conditions themselves produce the result? Not having the action of arising means that the action of arising does not exist in the ultimate sense. Therefore, there is also nothing that can accomplish it, so the eye and so on are not the ultimate causes and conditions of the action of arising. If so, how can they become causes and conditions in the ultimate sense? They are not causes and conditions. Even if they are not the causes and conditions of the action of arising, if they can become causes and conditions, then everything will become the cause and condition of everything. In the Meaning of Non-Associated Action, it is said that although there is no clear distinction between actions accomplished by causes and conditions and actions not accomplished, the former is inevitable, and this is also as stated in the intention of Buddhapālita. Although it is not desirable to separate the result and the causes and conditions by action, the eye and so on are the causes and conditions for accomplishing the action of the result arising, and ultimately it must also be admitted that the result arises from the difference in the action accomplished by them, which can be known from the reasoning in the third chapter. If it is said that only causes and conditions related to action can produce the result, then the "not exhausted" at the end of the previous verse should be understood here, because the causes and conditions do not have an action established by their own nature. However, the Clear Word Commentary says that the word "na" here is a limiting term, meaning "only not". And whether there is an action related to causes and conditions or not has already been mentioned. The Lamp of Wisdom says that before the third chapter, before the result arises, whether the causes and conditions are related to action or not, by connecting the latter two sentences, the word "or" can be explained as the meaning of investigation. Thus, the reason that the eye and so on are causes and conditions because they are related to the action of the result arising is refuted by the fourth and first sentences. Among them, whether the action is related to causes and conditions or not, but there are unrelated causes and conditions, which is refuted by the second sentence. After that, although it is not related to action, it can be established as a cause and condition, which is refuted by the third sentence. Therefore, whether related to action or not, what is a cause and condition?
