The three turnings of the wheel of Dharma spoken of in the Saṃdhinirmocana-sūtra are not established by the assembly of the wheel and the life of the teacher, etc., but from the point of view of what is being expressed. That is, it is mainly about establishing the meaning of selflessness. First, in Varanasi, it was said that there is no self of a person, and except for a few dharmas such as the aggregates, it was not denied that they are truly established, and it was said that there are many truly existing dharmas. That is one aspect. Then, without making distinctions, it was denied that all dharmas such as the aggregates are truly established. That is one aspect. Then, for that, the first nature is not established by its own characteristics, and the other two are established by their own characteristics, the reasons are explained separately. This is the third aspect. It is said in this regard. Apart from these ways of teaching, other sutras that teach differently do not need to be the basis for judging whether this sutra is definitive or provisional. In the instructions of the Perfection of Wisdom, it says: Any sutra whose meaning is exactly as the words are, that is the definitive meaning. Because that meaning does not have a second meaning, its meaning is certain, therefore it is definitive. What can determine the meaning? It is that sutra itself, or other sutras, or both can determine it. It is said like this. The first is considered to be the Laṅkāvatāra-sūtra and the Saṃdhinirmocana-sūtra, etc., and it is thought that they clearly distinguish the existence or non-existence of self-nature. The second is considered to be the Aṣṭasāhasrikā-prajñāpāramitā-sūtra, etc., and it is thought that this sutra does not distinguish the existence or non-existence of self-nature as the Saṃdhinirmocana-sūtra does. The third is considered to be the Pañcaviṃśatisāhasrikā-prajñāpāramitā-sūtra, etc., and it is thought that in the Maitreya's Questions chapter of this sutra, there is an explanation of the provisional meaning that avoids clinging to the literal meaning, and the Saṃdhinirmocana-sūtra also explains the provisional meaning of this sutra. The middle sutra is because there is no Maitreya's Questions chapter. According to this, the three natures separately established by the Maitreya's Questions chapter, and the explanation of the Saṃdhinirmocana-sūtra, are considered to be the same meaning. If the two are the same meaning, that may be so, but Vasubandhu thought that the non-existence of self-nature, etc., spoken of in the Mother Sutra, was established as provisional meaning by other sutras such as the Saṃdhinirmocana-sūtra, and the Mother Sutra itself showed the contradiction between the literal meaning before and after, and the Maitreya's Questions chapter did not establish it, so the two brothers'

Secondly, regarding the aspect of distinguishing between definitive and provisional meanings based on the Teachings of Inexhaustible Intelligence, there are two points: first, quoting how it is stated in the Sutra; and second, explaining its meaning. The first point is that although the noble Nagarjuna and his spiritual sons did not explicitly mention the source of the Sutra for distinguishing definitive and provisional meanings, and thus did not distinguish definitive and provisional meanings, there is indeed a distinction made in the way they explain the meaning of the Sutra. That is, in the commentaries on the Prasannapada, the Prajnapradipa, and the Madhyamakaloka, they relied on the Teachings of Inexhaustible Intelligence as their source and similarly established definitive and provisional meanings. Therefore, here we will take that Sutra as our source. As it is said in that Sutra, "What is a Sutra of definitive meaning? What is a Sutra of provisional meaning? Those Sutras that teach the establishment of conventional truth are called provisional meaning. Those Sutras that teach the establishment of ultimate truth are called definitive meaning. Those Sutras that teach various words and letters are called provisional meaning. Those Sutras that teach what is profound, difficult to see, and difficult to realize are called definitive meaning. Those Sutras that teach about self, sentient beings, life, nourishment, man, person, born of power, child, agent, and experiencer in various languages, and that teach what is without a lord as if it had a lord, are called provisional meaning. Those Sutras that teach emptiness of phenomena, signlessness, wishlessness, non-conceptualization, unborn, unarisen, and the doors to liberation such as no sentient being, no life, no person, and no lord, are called definitive meaning. Therefore, one should rely on Sutras of definitive meaning and not rely on Sutras of provisional meaning." Thus it is said. Among these, the first two (definitions) make the two truths definitive and provisional, and distinguish definitive and provisional meaning from the perspective of what is being expressed. The middle two (definitions) are
