As previously stated, in whatever sutra, one should comprehend this meaning therein. So, how does this system establish the definitive and provisional meanings of the three turnings of the wheel? In the first turning of the wheel, what is said about persons and phenomena being without inherent existence is definitive. For persons, merely negating an independently existing substance that is incompatible with the aggregates and characteristics, without explicitly stating the negation of a self established by its own characteristics as the selflessness of persons. For phenomena such as the aggregates, stating that they are established by their own characteristics is provisional. Its intention is merely to exist conventionally. The necessity is that if it is shown that persons and phenomena are empty of their own characteristics, nihilistic views will arise, so to avert that, and to tame the mind by showing the coarse selflessness, and then to introduce the meaning of the subtle selflessness. What contradicts the literal meaning are the reasonings that negate existence by own-characteristics. Then, in the second turning of the wheel, what is said about persons and phenomena being empty of existence in the ultimate sense or by their own characteristics, but existing in worldly conventions, is because liberation etc. are completely impossible if established by their own characteristics, and only because one must accept the dependent arising of liberation etc., it is said to the Mahayanists who can realize that these are empty of being established by their own characteristics, the meaning of dependent arising is the meaning of emptiness of inherent existence, so it is the ultimate definitive meaning. In the Heart Sutra etc., even if the term "ultimate" is not directly connected to the object to be negated, one should still correctly observe that those five aggregates are also empty of inherent existence. Briefly, it is said in the summary that they are empty of own-characteristics, and it is necessary to add it in the context of the detailed explanation, so it has already been added in meaning. Even if it is not like that, if one adds the distinction of ultimate reality, as in the Hundred Thousand Verse Prajnaparamita Sutra, then all sutras of the same type must understand it, so it has already been added in meaning. For example, it is like a treatise written by one author now, if a topic that is the same but has not appeared occurs, it must be brought there. Therefore, for those who have the Mahayana lineage, but for whom there is no place to establish cause and effect and liberation etc. because they are empty of being established by their own characteristics and have no inherent existence, if it is shown as taught by the intermediate turning of the wheel,

In order to avoid the arising of great nihilistic views, and in order to lead to the subtle selflessness of phenomena after having taught the gross selflessness of phenomena and disciplined the mindstream, the first is self-nature, and the other two are nominal. Because Yogacarins consider that there is a difference in whether names and terms are established or not, they say that they exist or do not exist by their own characteristics. The harm to the literal meaning is that if persons and phenomena are not established in the ultimate sense, then there is no harm from any reasoning; if they are established in the ultimate sense or by their own characteristics, then all establishments such as cause and effect are impossible, as stated in the Madhyamaka treatises. This way of establishing definitive and interpretable meanings, although it does not agree with what is established by the Samdhinirmocana Sutra, it does agree with what is taught by the Samadhiraja Sutra and the Akshayamati Sutra. In the Dharanimandalasvararajapariprccha Sutra, it says: For example, just as a jeweler gradually purifies a jewel by washing it three times and wiping it three times, so too, the Tathagata, knowing the impure realm of sentient beings, causes those who are disgusted with samsara to arise with revulsion by speaking of impermanence, suffering, selflessness, and impurity, and establishes them in the Dharma-vinaya. After that, by speaking of emptiness, signlessness, and wishlessness, he causes them to comprehend the meaning of the Tathagata's words. After that, by speaking of the irreversible wheel and the three wheels of complete purity, he causes those sentient beings to enter the realm of the Buddha. These sentient beings with various faculties and natures enter together and comprehend the Tathagata's Dharma-nature, and are therefore called the unsurpassed field of generosity. This passage is not the same in meaning as the three turnings of the wheel of Dharma, because this is the order of first leading a person to the Hinayana, then placing them in the Mahayana realm of Buddhahood, and finally attaining Buddhahood. The three wheels of Dharma are spoken for the sake of taming beings of different dispositions of the Mahayana and Hinayana. As it says in the Compendium of Sutras: This sutra also leads Hinayana practitioners to eventually enter the Mahayana and attain Buddhahood, therefore it is cited to prove that ultimately there is only one vehicle.
