Non-existence, and the absence of inherent existence in dependent arising, and the absence of ultimate inherent existence in the perfectly established, are the reasons. What is the meaning of the statement "unborn, unceasing, primordially peaceful, naturally in nirvana"? As it is without inherent existence, so it is unborn. As it is unborn, so it is unceasing. As it is unborn and unceasing, so it is primordially peaceful. Thus, it is naturally completely in nirvana. What is the meaning of explaining unbornness, etc., from the perspective of the three characteristics? In this regard, the great commentary from China says: The fact that the sutra does not mention the meaning of dependent arising as unborn, etc., does not mean that there is no meaning of dependent arising, but rather to show this meaning. What is explained in the *Compendium of Determinations* is explained from the perspective of not being self-born and not being born from no cause. Because dependent arising has its own characteristics of arising and ceasing, saying that there is no arising and ceasing does not refer to dependent arising, and since most dependent arisings are included in afflictions, not making the latter two sentences the basis is the intention of this sutra. Considering that the three natures are devoid of inherent existence in their respective contexts, as it is without inherent existence, so it is unborn and unceasing, primordially peaceful, and also primordially in nirvana, it is in this sense that it is explained in the *Compendium of Determinations*. Third, if the completely imputed nature is without inherent existence, then what is the completely imputed nature itself? This is stated in the *Saṃdhinirmocana Sūtra*: The object of discrimination, the place of the completely imputed characteristic, on the characteristics of phenomena, is established by names and concepts as the nature or specific characteristic of the aggregates of form, and the aggregates of form arise, etc., or cease, etc., or the aggregates of form are abandoned and fully known, etc., established by names and concepts as the characteristic of nature or the characteristic of difference, whatever that is, is the completely imputed characteristic. Thus it is said. The first three sentences show the basis for the imputation of the completely imputed, and what follows shows the way of completely imputing. This is the way of imputing this as the nature of the aggregates of form, and the aggregates of form arise, etc., as a difference or a characteristic.

Then it will be explained in detail. If other-powered is without inherent existence, then what is other-powered? That is what the Explanation of Intent says: 'Discrimination is the object of activity, the basis of the characteristic of the completely imputed, the characteristic of activity, that is the characteristic of other-power.' This is said, first, what is the object, second, the basis of imputation of the completely imputed, and third, the manifestation of its own nature. If the perfectly established ultimate is without inherent existence, then what is that nature? That is what the Explanation of Intent says: 'Discrimination is the object of activity, the basis of the characteristic of the completely imputed, the characteristic of activity, that nature, not perfectly established in the characteristic of the completely imputed, and only by that nature without inherent existence, the selflessness of phenomena, suchness, the object of complete purification, that is the characteristic of the perfectly established.' This is said. 'Phenomena' and so on say that the selflessness of phenomena, that is, suchness, what is meditated upon, can purify all obscurations, that is held as the perfectly established. The selflessness of phenomena, what is it? It is the absence of inherent existence, that is, the meaning of only that. If asked what is without inherent existence? By that nature, that is, the nature of the completely imputed mentioned above, by the word 'only' it is cut off, it is not said that the other two natures are without inherent existence, but it is said that only the nature of the completely imputed is without inherent existence, and it is taken as the meaning of the perfectly established. That nature is explained by the above, that is, from 'Discrimination is' to 'that nature', showing that other-power is the basis of emptiness, and by 'not perfectly established in the characteristic of the completely imputed', then that nature in the emptiness of the completely imputed, is very clearly taken as the perfectly established. Therefore, the emptiness spoken of in this sutra is considered definitive, and it is also contradictory to consider the second absence of inherent existence as the emptiness of the first absence of inherent existence. The way of emptiness is not like a place empty of a vase, preventing the existence of other real things, but like a person without real existence, other-power is established as the nature of the empty completely imputed. Therefore, the sutra says: 'That nature is not perfectly established in the characteristic of the completely imputed.' What is the completely imputed that is empty? This sutra
