It is only peaceful. From the very beginning, it is only peaceful. By nature, it is completely extinguished, like this, regarding the meaning of the Dharma, one clings only to the literal meaning. Those who, based on that, will attain viewing all dharmas as non-existent and viewing them as without characteristics, and having attained viewing them as non-existent and without characteristics, will also slander all dharmas with all characteristics. They will also slander the imputed characteristics of dharmas, and they will also slander the dependent characteristics and the perfectly established characteristics of dharmas. What is the reason for that? O noble ultimate truth! Like this, if there exist dependent characteristics and perfectly established characteristics, then the imputed characteristics will also be completely understood. For those who regard the dependent characteristics and the perfectly established characteristics as without characteristics, they have also slandered the imputed characteristics. Therefore, they are called slanderers of all three characteristics. So it is said. The term "clinging to the literal meaning of the meaning" refers to the sutras that show the absence of inherent existence, such as "all dharmas are empty of inherent existence in the ultimate truth, and empty of essence and empty of self-characteristics," and holding onto them as they are shown is the tenet of those who want to cling to the literal meaning. Seeing the characteristics of dependence and perfect establishment as without characteristics means viewing those two as not established by their own characteristics. What is the reason for that? From that point onwards, it shows the reason for becoming a slander of all three inherent existences. If one holds onto it as it is said that there is no arising and ceasing by self-characteristics, it will also become a slander of dependence, so it should be known that it will also become a slander of the other two. If arising and ceasing are not established by self-characteristics, it will become a tenet of no arising and ceasing. The second is, if the reasoning of the absence of inherent existence is like that, then what is meant by saying that there is no arising, etc.? This is said with regard to the first and last absence of inherent existence. What is that? The first is said in the Saṃdhinirmocana Sūtra: Regarding that characteristic absence of inherent existence, considering that, I said that all dharmas are unborn and unceasing,

It is taught that peaceful self-nature is complete nirvana. What is the reason for this? The ultimate truth is truly sublime. Thus, whatever is without its own nature is unborn; whatever is unborn is unceasing. Whatever is unborn and unceasing is inherently peaceful; whatever is inherently peaceful is naturally completely extinguished. For that which is naturally completely extinguished, there is nothing whatsoever to be further extinguished, it is said. Because the reason for the absence of arising and ceasing in the conceptual is the non-establishment of its own nature, it is also shown that if there is arising and ceasing, then its own nature is established, and that in dependence on others, there is arising and ceasing that is established by its own nature. Being free from arising and ceasing is unconditioned, and because it cannot be a completely afflicted dharma, it is taught that it is inherently peaceful and naturally extinguished, because here, extinction is complete affliction. Secondly, in the Explanation of Intent it also says: Again, with regard to the ultimate truth of no-self-nature, distinguished by the absence of self in phenomena, I have taught that all phenomena are unborn, unceasing, inherently peaceful, and naturally completely extinguished. What is the reason for this? Thus, the ultimate truth of no-self-nature, distinguished by the absence of self in phenomena, is only that which abides in permanence at all times and in steadfastness at all times. That is the dharma-nature of all dharmas, unconditioned, free from all afflictions. At all times of permanence and at all times of steadfastness, the dharma-nature abides in its own form, and whatever is unconditioned, because it is unconditioned, is unborn and unceasing. That is because it is free from all afflictions, it is inherently peaceful and naturally completely extinguished, it is said. The time of permanence is the earlier and earlier time, and the time of steadfastness is the later and later time, as explained in the Great Commentary of China. So, here, on what basis are the three no-self-natures made, and why is the basis of no birth etc. not made on the intermediate no-self-nature? And, in the Summary of the Great Vehicle it is also said: On the nature of the conceptual, the characteristic nature.
