Whatever involves fabricating accusations and wasting resources should be recognized as the root of decline in the Vinaya. The former indicates the manner of fabricating accusations, while from "wasting resources" onward, it indicates the decline of the profound Dharma of the Mahayana. From "form" to "thing," it indicates the basis for imputation of the completely imputed. Among these, "the nature of the imputed word" refers to the nature imputed by words, not the imputing word itself, as is clearly explained from the summary and so forth. Other instances in the Bodhisattva-bhumi should be understood similarly. To cling to the nature of the imputed word, which does not exist by its own nature, as having its own nature is superimposition. The basis for the sign of the imputed word is explained as the support for the sign of the imputed word, which is the basis for imputation of the completely imputed. To hold that which exists ultimately in an inexpressible manner as not existing at all is defamation. If this is done, then the completely imputed exists ultimately. Saying that "the completely imputed exists ultimately" is superimposition, and saying that "the other two natures do not exist ultimately" is defamation, because the conventional truth and the other two exist ultimately. If viewing what exists ultimately as not existing is explained as defamation, then conversely, viewing what does not exist ultimately as existing should be explained as superimposition. However, here, clinging to the completely imputed as existing by its own nature is stated as superimposition. Although it is not explicitly stated in words that one clings to it as existing ultimately, if it exists by its own nature, then it exists ultimately, which is the meaning of the text. Therefore, viewing the completely imputed as existing ultimately falls under the category of superimposition. In the Sandhinirmocana Sutra, the basis for the characteristic of the completely imputed is stated as the characteristic of conditioned phenomena, the basis for imputing the aspects of the grasper and the grasped, entity, and difference on the other-dependent. Therefore, although this text directly states that the basis for the sign of the imputed word exists ultimately, saying that it does not exist is the other-dependent. However, if it does not exist ultimately, then the perfectly established also does not exist ultimately, so there is no fault in explaining both. As stated in the Bodhisattva-bhumi, defaming merely the entity of phenomena such as form is that there is neither that itself nor imputation, because those two...
