以清净故,戒律得圆满。如是宣说。圣大乘信修经中也说:种姓之子,若智慧不亲近,菩萨众之大乘信,大乘如何生起,我不说。如是宣说。如是说之故。次第决定之理者,入行论云:止住极善之胜观,知能寂灭诸烦恼,故应最初求止住。如是说之故,先修止住,然后依彼而修胜观也。对此如是思:修次第初编中云:其所缘无决定。如是说止住之所缘无决定,如前所说,止住之所缘有法相与法性二者,故最初应先了知无我之义,然后缘彼而修,则心不散乱之止住与缘空性之胜观二者,同时生起即可。何故先求止住,然后修胜观耶?对此,止住先于胜观之行相者,生起证悟无我之见解之悟入,不需止住先导,以见无止住者亦能生起见解之故也。于彼见解生起转变心意之体验,亦不需止住先导,以虽无止住,然以各别思择之智慧,再三观察而串习故,生起转变心意不相违之故也。若相违者,则于无常与轮回之过患及修菩提心等,生起转变心意之体验,亦太过于依赖止住也,以理由一切皆同之故也。若尔,止住于胜观之所需之理为何耶?思及此,于此于解说意趣中云:各别思择之智慧,分别与极分别之修习者,如是若未能生起身心轻安,则如是为随顺胜观之作意,从彼生起轻安时,则说为胜观。故未得止住,则以各别思择之智慧,无论如何作分析之修习。

Because of purity, the precepts are perfectly complete. Thus it was declared. Also, in the Sutra on Cultivating Faith in the Noble Mahayana, it is said: "Son of good family, if wisdom does not draw near, I do not say that faith in the Mahayana of the Bodhisattvas, how it arises in the Mahayana." Thus it was declared. Therefore, it is said. The manner of determining the order is as follows: In the Bodhisattvacharyavatara, it says: "With the vipashyana that is fully endowed with shamatha, having known that it completely destroys the afflictions, one should first seek shamatha." As it is said, one should first accomplish shamatha, and then, relying on that, cultivate vipashyana. Regarding this, one might think: In the first stage of the Stages of Meditation, it says: "Its object is not definite." Thus, it is said that the object of shamatha is not definite. As explained earlier, since the object of shamatha has two aspects, the object of observation and the nature of reality, one should first understand the meaning of selflessness, and then meditate on that. It is sufficient to generate both shamatha, which does not distract the mind elsewhere, and vipashyana, which focuses on emptiness, at the same time. Why is it that one first seeks shamatha and then cultivates vipashyana? Regarding that, the way in which shamatha precedes vipashyana is as follows: To generate an understanding of the view of realizing selflessness, it is not necessary for shamatha to precede it, because it is seen that even without shamatha, a view can arise. To generate an experience of transforming the mind with that view, it is also not necessary for shamatha to precede it, because even without shamatha, it is not contradictory to generate a transformation of the mind by repeatedly examining and familiarizing oneself with discriminating wisdom. If it were contradictory, then it would be too extreme to say that generating an experience of transforming the mind with impermanence, the faults of samsara, and the cultivation of bodhicitta also depends on shamatha, because the reasons are completely the same. If that is the case, then what is the way in which shamatha is needed for vipashyana? Thinking about this, in the commentary on this, it says: "The meditation of discriminating wisdom, which distinguishes and thoroughly distinguishes, as long as it is unable to generate physical and mental pliancy, is a mental activity that is in accordance with vipashyana. When pliancy arises from that, it is said to be vipashyana." Therefore, if one has not attained shamatha, no matter how much analytical meditation one does with discriminating wisdom.

Therefore, it ultimately cannot generate the joy and bliss of extremely tamed body and mind. Having attained śamatha, even through the analytical meditation of discriminating wisdom, one can generate extreme pliancy in oneself. Therefore, śamatha is needed as a cause for that, which will be explained below. Therefore, since discriminating wisdom can generate extreme pliancy through the power of analysis without placing the mind on a single object, it becomes vipaśyanā. Even if the object is emptiness, generating extreme pliancy by placing the mind on a single object does not go beyond the method of accomplishing śamatha. Therefore, merely that is not considered to have attained vipaśyanā. Like this, if one first seeks the understanding of selflessness and then repeatedly contemplates its meaning, since śamatha has not been accomplished beforehand, it is impossible to accomplish śamatha by relying on it. If one does not analyze but engages in placement meditation, then although śamatha can be accomplished by relying on that, there is no method of cultivating vipaśyanā other than the method of cultivating śamatha, so one must seek vipaśyanā later. Therefore, since it does not go beyond the sequence of first seeking śamatha and then relying on it to meditate on vipaśyanā. Thus, if the method of generating vipaśyanā is not done by generating extreme pliancy through the analytical meditation of discriminating wisdom, then there is not even a little bit of valid reason to first seek śamatha and then rely on it to meditate on vipaśyanā. It is also extremely unreasonable not to meditate in that sequence. In the *Saṃdhinirmocana Sūtra*, as quoted earlier, it is said that one meditates on vipaśyanā by relying on having attained śamatha. And, "The latter arises dependent on the former." The sequence of dhyāna and prajñā among the six perfections, and the sequence of the training in higher concentration arising dependent on the training in higher wisdom, are all sequences of meditating on śamatha first and then meditating on vipaśyanā later. As quoted earlier from the *Bodhisattvabhūmi*, and also in the *Śrāvakabhūmi*, it is said that one meditates on vipaśyanā by relying on śamatha. Also, *Madhyamakahrdayakārikā*, *Bodhicaryāvatāra*, the three *Bhāvanākramas*, Yeshe Drakpa, and Śāntipa all say that one first seeks śamatha and then meditates on vipaśyanā. Therefore, some Indian teachers hold that one does not seek śamatha separately, but generates vipaśyanā from the beginning through analysis by discriminating wisdom, which is the great chariot.
