It is also like that. Among them, the borderlands where the four assemblies (bhikshus, bhikshunis, upasakas, and upasikas) cannot go, as well as those who are foolish, stuttering, and whose senses are incomplete due to missing limbs and ears, etc., as well as those with wrong views who believe there is no past and future life, no karmic results, and no Three Jewels, and the four without the Buddha's appearance and without the holy teachings, the first two and the last cannot distinguish between what to accept and reject, and the third is not believing in the true Dharma. It is very difficult for the three lower realms to generate the mind of Dharma, and even if it arises slightly, it is impossible to practice due to being tormented by suffering, as well as the long-lived gods. In the commentary on the "Friendly Letter," it is explained as the unconscious realm and the formless realm. In the discussion of the eight unfree states, it is explained as the desire gods who are always distracted by the affairs of desire. The unconscious realm is located on one side of the fourth dhyana's place of great fruition, existing in the manner of a monastery in a village, where, except for the time of birth and death, the movement of mind and mental factors ceases, and it exists for many great kalpas, as stated in the scriptures. The noble ones existing in the formless realm are not suitable for being in an unfree state, so ordinary beings born there have no opportunity to practice the path to liberation, hence it is unfree. The desire gods who are always distracted by desire are also similar to this. Therefore, these are called unfree, as stated in the commentary on the "Friendly Letter": "In those eight places, there is no leisure to do good, hence they are called unfree." Thus it is said. The second is endowment, which is divided into two types. The five personal endowments are: human birth, born in the central lands, complete senses, not committing heinous deeds, and having faith in the Dharma. Thus it is said. Among them, being born in the central lands means being born in a place where the four assemblies can go. Complete senses means not becoming foolish or stuttering, and having complete limbs, small limbs, eyes, ears, etc. Not committing heinous deeds means not having committed or caused others to commit the five heinous crimes. Having faith in the Dharma means having faith in the Vinaya, the place where all worldly and transcendental virtues arise, and here Vinaya refers to the three pitakas. These five are included by oneself and are conditions for practicing Dharma, hence they are called personal endowments. The five other endowments are: the appearance of a Buddha, the teaching of the true Dharma, the existence of the teachings, following the teachings, and loving others. Thus it is said. Among them, the appearance of a Buddha or

Arising: Having accumulated merit for three countless great kalpas, dwelling at the Bodhi tree, and manifestly realizing complete perfect enlightenment. Explaining the sacred Dharma: The Buddha or his Shravakas explain the Dharma. The abiding of the explained Dharma: From the Buddha's enlightenment and explanation of the Dharma until not entering Nirvana, the Dharma of practice is not diminished by the method of actually manifesting the true Dharma. The following of the abiding Dharma: By realizing the Dharma itself, knowing that there is the power to manifest the sacred Dharma to sentient beings, and following the teachings as they are realized. Being compassionate for others: Givers and patrons give Dharma robes and other things. These five exist in the continuum of others and are conditions for practicing the Dharma, so they are other perfections. The four other perfections explained in the Shravaka Bhumi seem incomplete now, but explaining the sacred Dharma and the abiding of the explained Dharma, and the following of the abiding Dharma, are in accordance and can be complete. Second, contemplating the preciousness of leisure and endowment: In order to achieve ultimate happiness, if one does not practice pure Dharma, then merely striving to achieve happiness and eliminate suffering before death is something that even animals have. Even if one is born in a good rebirth, it is the same as an animal. As the Letter to a Friend says: Just as a calf is born in a deep pit, It delights in a few blades of grass, And falls into a precipice without achieving anything, So is the desire for worldly happiness. Therefore, it is said. In general, practicing such Dharma, and especially practicing the Mahayana path, cannot be done with just any basis, so one must obtain such a basis as previously described. As the Letter to a Friend says: The basis of the Sugata's path, equipped to guide beings, That which is obtained by a person with great mental strength, That path is not obtained by gods or nagas, nor by asuras, Nor by garudas, vidyadharas, kinnaras, or those who crawl on their bellies. Also, as it says in the Entering the Womb Sutra: Even if one is born as a human, one has such endless suffering, but it is a supreme place, so it is difficult to obtain even in hundreds of thousands of kalpas. When the gods die, the other gods say: May you be born in a good rebirth! A good rebirth is
