Furthermore, the thirteenth bhumi of the Vajra Garland is also luminosity, which is explained as the view of that tantra. It is believed that those bhumis can be actually attained through those paths. According to this, union should be made the fourteenth bhumi. In this regard, in the Mahayana of the Paramitas, for the noble ones, the ten bhumis such as Joyful are spoken of in the bhumi of learning, and in the bhumi of no-more-learning, All-Illuminating is the eleventh bhumi, and many are spoken of. For ordinary beings, the bhumi of aspirational conduct and the bhumi of the first practitioner are also spoken of. In mantra, the number of bhumis is spoken of as twelve, thirteen, and fourteen. The establishment of names is as follows: In the Vajra Heart Ornament Tantra, twelve bhumis such as All-Illuminating and Nectar Light are spoken of. As in the Hevajra and Sambhuta, twelve abodes and so forth are spoken of, like this there are inconsistencies, and there are also consistent name establishments like the ten bhumis such as Joyful. In this regard, the bhumi of aspirational conduct and All-Illuminating, the two, abide by the power of meaning, as explained in Manjushri and so forth. It seems that the previous twelve bhumis are also similar to the later ones. The name establishment of the thirteen bhumis has three differences, as said by Abhaya, because those appear as the bhumis of the noble ones, so if aspirational conduct is added, the Vajra bhumi is the fourteenth. Therefore, although the number of bhumis is more than in the Paramitas, it is not that a bhumi higher than the eleventh All-Illuminating is desired. The root tantra says: "The Bodhisattva who abides in the ten bhumis will transform." The meaning spoken of in the context of union, the Lamp Illuminating Meaning says: "The ten bhumis are the ten rays of light, which are extremely abiding therein." Although there is also such a saying, the ten bhumis previously spoken of refer to the ten bhumis such as Joyful. The generation stage attains the eighth bhumi, and Vajra recitation also says that the eighth bhumi is attained, the first is combined with just attaining the eighth bhumi, the second is combined with the eighth bhumi of the Paramitas, and it should also be known that by extension it is combined with the ninth bhumi, this refers to including the body isolation of the completion stage within the category of Vajra recitation. In the Five Stages, it is said that by seeing the three appearances, one abides in the tenth bhumi, and in the Compendium of Practices, it is said that the ten bhumis are attained after directly realizing body, speech, and mind. These two statements, as in the Lamp Illuminating Meaning of chapter six, the three of body, speech, and mind are explained as three: appearance, increase, and attainment, like this, making the meaning one, combine mind isolation and the tenth bhumi.

In the commentary on linking the three appearances with the ten bhumis, the Black Practitioner said: Regarding the explanation of obtaining self-blessing, if obtaining the illusory body by relying on the solitude of the mind is linked with the ten bhumis, that is the meaning of the collection of practices. That is linked with the upper part of the ten bhumis of the Paramitas. The reason for establishing the clear light and the union of learning in the lower part of the ten bhumis is that the method of adding the unsurpassed path to those who have reached the ten bhumis of the Paramitas has already been explained. Therefore, it should also be known that all eleven non-learning unions are established in the clear light. The explanation of the clear light as the thirteenth bhumi in the two tantras is also in relation to the ground of aspiring conduct, which also represents the union of learning. If the way of connecting the bhumis is like that, then when the path of each stage, such as the generation stage, reaches its culmination, will the qualities of those bhumis, such as the Joyful One, be fully attained? Or is it like linking the fourteen empowerments with each bhumi, and linking one practice method with the five paths, and linking the remaining practice with the clear light, etc., with the three bodies, thinking that they are linked through similar common Dharma gates? If one obtains the illusory body of the third stage but does not manifest the clear light, as stated in the scriptures, one will be controlled by afflictions and return to samsara. Therefore, merely reaching the culmination of one's own stage of that path does not only mean reaching the ten bhumis, but also not even attaining the ground of the noble ones. Therefore, those ways of connecting are not obtained in the way of fully obtaining the qualities of the bhumis such as the Joyful One. Because if the generation stage reaches its culmination, it is established as actually obtaining the Immovable Ground, etc., and many other faults will also appear. Therefore, just as the Paramita Vehicle, by progressing to the ten bhumis, can serve as a substitute for the practice of this path from the generation stage to the illusory body, the paths of this vehicle can also serve as a substitute for other vehicles reaching that ground in order to attain enlightenment. Therefore, it is said that obtaining those means reaching the ten bhumis, but it is not necessary to fully obtain the exact same qualities between the paths. Furthermore, the generation stage is the ripening cause for the complete arising of the realization of the completion stage. Therefore, its final complete ripening is just obtaining the eighth bhumi, and the previous ones that cause it to ripen are linked with the seven bhumis. But one cannot say that this difference of the generation stage is this of the seven bhumis.
