In other treatises, it is said that one should first generate Mount Meru below and then contemplate the palace on top of it, but here the generation of the palace and Mount Meru are made to be of the same dharma, but the foundation below it is not made to be of the same dharma. Therefore, Mount Meru and the various vajras, lotuses, and palaces are briefly contemplated in sequence from top to bottom, as explained in the commentary "Great Garland of Sequence." And the statements in "Lamp Illuminating" that the palace arises from the melting of Mount Meru are not reasonable. In this way, the formation of the vessel world of mountains, continents, etc., above is similar to the general case, and it is said that the palace is generated, but the differences and similarities of mountains, continents, etc., are not combined. The combination of the similarities of the palace in terms of its square shape, four doors, and five layers of walls is not needed here, so it is not mentioned. The second part is divided into two parts: briefly stating and explaining in detail. The first part is: in the similar place, the vessel world is formed, and in the generation stage, the palace is formed, then, in the similar place, is the realm of impure sentient beings, and in the generation stage, is the realm of pure sentient beings, the assembly of deities is definitely emanated, that is, generated. Because the place, the palace, is the practice that precedes the contemplation of the generation of the three vajras, and because this sequence is in accordance with the way the vessel and essence worlds are formed. It is also the master and the owner, which is the mind of sentient beings, the generator of impure sentient beings. By accumulating common karma, it has the power to generate the outer vessel world, and by accumulating uncommon karma, it has the power to dominate the generation of the inner sentient world, hence it is the owner or the maker. As it is said in the "Entering the Middle Way": 'As the true teachings of oneself, those who are said by the heretics, such as the self, not seeing them as the makers, the Victorious One only says that the mind is the maker of the world.' It is also said: 'Only the mind can establish, the sentient world and the vessel world, with extremely diverse differences. All sentient beings are said to be born from karma, and there is no karma apart from the mind.' The Great Vajradhara is the generator of the wheel of the pure sentient beings, because it is said that all the dependent and the depended wheels are emanations of the parts of his body. Below it says that the owner of the intermediate state mind is the heart vajra, the master of consciousness, so it is unreasonable to explain the master of consciousness and Vajradhara as one, and it is also meaningless to say that Vajradhara generates the sentient beings of samsara. Vajradhara here should be understood as the chief deity of adhimukti (lHag mos). The time of the two emanations of the sentient realm is after the generation of the pure and impure outer vessel worlds. Second, there are three parts: a general presentation of the order of the arising of the inner sentient existence, the reason for meditating in accordance with the order of the arising of human existence, and an explanation of the order of meditating in accordance with it. First, all inner sentient beings are determined by the four modes of birth, which are: oviparous, where an egg is born from the mother and hatches; viviparous, where the fetus is wrapped in flesh in the mother's womb and then emerges; moisture-born, born from the heat and moisture of the earth, etc.; and miraculously born, where limbs and senses, etc., arise all at once without sperm and blood, etc., as causes. The mode of birth is the place where sentient beings are commonly born. The others are easy to understand, and having complete senses means having complete eyes, etc. Not being incomplete means that the Commentary on the Treasury says it is not inferior, which means disabled and blind.
