It is so. Among those assembled here, the statement that no Tathagata from Dipamkara to Shakyamuni has taught the mantra vehicle refers to that time, that is, when teaching the Dharma in the sacred land. Due to the thoughts of sentient beings who possess the pride of the four castes and are without fortune, it was not shown to the retinues in the sacred land. It is not that it was not shown at other times, nor to the retinues of other realms of the world. Therefore, according to the words of the Tathagatas, all Tathagatas are those who teach the three vehicles. Otherwise, they would not be omniscient, because they are not those who teach the Vajrayana. Thus, due to the difference in time and place, that is, when teaching the Dharma in the sacred land, and the difference in those to be tamed, that is, it was not taught to those of the four castes who possess pride, but it is explained that it was not that it was not taught to others at other times and places and to those to be tamed who possess fortune. Thus, the reason for teaching or not teaching those to be tamed is that sentient beings were without fortune at that time. The meaning of having fortune or not having fortune, as stated, is that those with extremely sharp faculties are inclined to use the attachment of the union of the two faculties as the path and are not inclined to turn away from it; and those who are inclined to practice the path of enlightenment with a path that is free from attachment to desirable qualities, and are not inclined to use attachment to desirable qualities as the path, are duller in faculties compared to the former. Also, in the later collection, it is said: When giving the conduct of the vidya woman, this is the unsurpassed conduct of wisdom of all Buddhas. If ignorance has passed away, he will not achieve the supreme accomplishment. Thus. Also, in the Vajra Tent Tantra, it is said: The worldly one born of desire is destroyed by abandoning desire. If one fully knows the Vajra attachment, the mind will turn into Vajrasattva. Thus. The enlightenment free from attachment is despised by those who possess supreme attachment. Thus it is said, so from now on, one should thoroughly understand the categories of establishing this path, the differences in abilities, and the differences in conduct, and strive to find a way to ascertain the categories of this path.

The statement "perfectly accomplishes enlightenment of the Buddha in an instant" does not indicate the time it takes for this path to lead to enlightenment. Rather, as explained in the commentary, it indicates the duration of manifesting the non-learning union by relying on the clear light of the path-time at the end of the path. The duration of this path leading to enlightenment is indicated by the Tantra of the Secret Assembly, which states, "For the bodhisattva who delights in manifestation, it is in this very life." That bodhisattvas strive and seek for kalpas as numerous as the sands of the Ganges River but do not attain enlightenment refers to the bodhisattva who proceeds to enlightenment by means of the Paramita Vehicle. Then, isn't it too long that it is said that enlightenment is attained by three countless eons on that path? How can it be reasonable to say kalpas as numerous as the sands of the Ganges River? In response to this, the Sutra of Mudra Entering into Certainty and Uncertainty, quoted in the Compendium of Training, states: "What is a bodhisattva who travels like an ox cart? For example, if someone wants to cross worlds as numerous as the dust particles of five Buddha-fields, and they ride an ox cart and set out on the path, and after a long time, they travel a long road of a hundred yojanas. Then, a great wheel of wind reverses them and drives them back ten thousand yojanas. Then, can that person, riding an ox cart, cross those worlds, or can they cross even one world in kalpas from inexpressible to again inexpressible kalpas?" The answer is, "No, Blessed One." The Blessed One taught, "Similarly, if someone generates the mind of enlightenment but does not uphold or recite the Great Vehicle, but instead attends to those of the Hearer Vehicle and relies on them together. They read, recite, contemplate, and comprehend the Hearer Vehicle, and even cause others to read and comprehend it, then that person's wisdom will become dull, and they will be drawn back and regress from the path of unsurpassed wisdom. The power of wisdom and the eye of wisdom that arise from this bodhisattva's cultivation of the mind of enlightenment will also...
